Main Purpose of Job
The main responsibility is to supervise and train a team of residential assessors and team leaders in a local assessment office. Duties include monitoring, reviewing, and approving the work of residential assessors, completing property inspections and data entry of valuation changes, conducting appeal hearings, preparing sales analyses, developing land rates and neighborhood adjustment indexes, generating and reviewing database reports, edits, and errors, and providing assistance to higher‑level supervisors.

Duties
- Coordinate and monitor residential reassessment assignments for timely completion; review and approve reassessment work logs and samples completed by staff; conduct inspections and process changes for accounts within the reassessment assignment.
- Coordinate, monitor, review, and complete reassessment sales analyses to establish land rates and neighborhood adjustment indexes within the assignment; ensure valuation of residential, exempt, and agricultural properties is uniform and meets departmental objectives.
- Generate and review database reassessment errors, edits, and reports as directed by management.
- Coordinate, monitor, and conduct residential appeals assigned by management; evaluate and approve first‑level appeal recommendations; conduct, review, and assist staff in PTAAB and MD Tax Court case and appraisal preparation; conduct appeal hearings within required deadlines.
- Coordinate and monitor residential new construction inspection cycles for timely permit processing; track and code permits scheduled for new construction within the database; review and approve completed new construction and work logs; conduct inspections and process changes on residential new construction, demolition, or change‑in‑use permits.
- Coordinate and complete the review of database account edits, errors, and reports for the current tax year as assigned by management; update database tables with neighborhood adjustment index and land rate changes accurately; complete necessary DoIT forms; review property transfers for proper conveyance coding.
Minimum Qualifications
Experience:
Nine years of experience, four years of appraisal experience estimating the value of real property in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP) code, and five years of appraisal experience in the valuation of real property with completion of ISAA courses 101, 102, and 300 or equivalent apprenticeship courses approved by the Department.
Notes
- Candidates may substitute a bachelor’s degree from an accredited college or university for the four years of required appraisal experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year‑for‑year basis for the required experience.

- Demonstrated knowledge of accepted principles, concepts, methods, practices, terminology, theory, and techniques in the assessment and appraisal of real property, including residential valuation and mass‑appraisal methodologies.
- Experience assessing residential real property for tax purposes within Maryland or a comparable jurisdiction, applying state and local assessment laws, regulations, and valuation procedures.
- Strong verbal and written communication, interpersonal, analytical, and problem‑solving skills, with the ability to maintain effective professional relationships.
