The Assistant City Clerk is responsible for providing leadership in establishing and maintaining consistent practices to ensure the Corporation adheres to its legislative responsibilities, particularly with respect to analysis of legislation, bylaws, policies, and procedure. 

Key Responsibilities

  • Attend Council and Committee meetings (including evenings); Record and confirm decisions; and oversee post-meeting documentation and agenda coordination in accordance with Bylaws and legislation.
  • Supervisor responsibilities such as scheduling, coaching, assigning and coordinating workload.
  • In the absence of the City Clerk, provide collaborate with City Departments, in setting standards for legislation, bylaws, policies and procedures. Provide advice and training to City Council, its Committees and Administration with respect to legislation governing the Corporation.
  • Serving as Information Access Coordinator. Assisting in the development and implementation of LA FOIP related policies, training, procedures and guidelines for the collection, use, access and disclosure of records.
  • Researching and writing reports for the consideration of Council and its Committees including recommendations for a course of action.
  • Acting as Returning Officer in the performance of election planning activities involving City and School Board elections

Qualifications

  • Degree in Public Administration or equivalent discipline combined with 5 years’ progressively responsible municipal government experience; OR Certificate in Local Government Administration, plus at least 5 years’ progressively responsible municipal government experience; OR 10 years’ progressive municipal government experience
  • Thorough knowledge of The Cities Act, The Planning and Development Act, 2007, The Local Government Elections Act, 2015 and The Local Authority Freedom of Information and Protection of Privacy Act.
  • Demonstrated proficiency in procedure, parliamentary rules, and the Procedure Bylaw.
  • An expectation to complete the Information Access and Protection of Privacy (IAPP) Certificate Program in 18 months of hire.
  • Strong communication, interpersonal and customer service skills.
  • Ability to work within tight deadlines with minimal supervision.
