Job Purpose:

The Assistant manager – Estimation Focused is responsible for managing the commercial and estimation aspects of Facilities Management (FM) tenders, ensuring accurate costing, benchmarking, manpower calculations, subcontractor coordination, and commercial compliance for IFM/TFM submissions across the UAE.

The role requires strong experience in FM estimation, pricing strategy, cost modeling, manpower deployment planning, and tender commercial preparation for hard services, soft services, and specialized FM contracts.

Key Responsibilities:

  • Prepare detailed cost estimates for FM tenders including hard services, soft services, specialized services, and manpower-based contracts.
  • Develop pricing models covering manpower, accommodation, transportation, consumables, tools, equipment, subcontractors, and overhead allocations.
  • Conduct benchmarking analysis for salaries, market rates, accommodation, transport, and subcontractor pricing.
  • Review tender BOQs, manpower requirements, asset lists, and scope of works for pricing accuracy.
  • Coordinate with Operations, Procurement, HR, Finance, and QHSE teams for technical and commercial inputs.
  • Obtain and evaluate subcontractor and supplier quotations.
  • Prepare commercial clarifications, exclusions, assumptions, and risk assessments.
  • Support BAFO and LAFO submissions through pricing optimization and commercial strategy.
  • Analyze contract profitability, margin sensitivity, and operational feasibility.
  • Assist in developing staffing structures, mobilization costs, and operational deployment plans.
  • Maintain estimation databases, historical cost libraries, and benchmarking trackers.
  • Participate in site visits and pre-bid meetings to assess operational and commercial risks.
  • Ensure all commercial submissions are aligned with company approval matrices and governance procedures.

Required Qualifications:

  • Bachelor’s Degree in Engineering, Quantity Surveying, Facilities Management, or related field.
  • Minimum 5–8 years of experience in FM estimation and tendering within UAE/GCC.
  • Strong experience in IFM/TFM commercial preparation and pricing.
  • Experience in government, semi-government, healthcare, education, commercial, and infrastructure tenders is preferred.

Technical Skills:

  • Strong expertise in FM estimation and cost modeling.
  • Advanced Microsoft Excel skills including formulas, pivot tables, pricing sheets, and financial analysis.
  • Excellent understanding of FM manpower structures and operational deployment.
  • Knowledge of hard services, soft services, MEP, cleaning, security, landscaping, and specialized FM services.
  • Strong understanding of commercial risks, markups, margins, and pricing strategies.
  • Experience in preparing BOQ pricing, rate analysis, and benchmarking reports.
  • Ability to interpret contracts, SLAs, KPIs, and technical specifications.
  • Familiarity with procurement portals and tender management systems.
