We’re looking for a Bids and Proposals Manager to join our growing team. Someone confident who can lead all aspects of the proposal lifecycle from end‑to‑end, from opportunity qualification through final submission, and who enjoys collaborating with internal teams and clients to produce clear, compelling, and compliant proposals. Key Responsibilities
- Manage the full bid and proposal process, including kickoff, planning, content development, reviews, and submission
- Interpret RFP/RFI/RFQ requirements and develop compliance matrices, outlines, and schedules
- Coordinate cross‑functional contributors including technical SMEs, project managers, leadership, and compliance teams
- Lead development of win themes, value propositions, and proposal strategies aligned with Lightship’s capabilities
- Write, edit, and refine proposal content to ensure clarity, accuracy, and customer focus
- Maintain and improve proposal templates, processes, and content libraries
- Facilitate internal review cycles (Pink/Red/Gold) and integrate feedback into final deliverables
- Ensure proposals meet all formatting, compliance, and submission requirements
- Track proposal progress, risks, and deadlines, ensuring on‑time and on‑budget delivery
- Support pricing teams with narrative inputs and alignment to technical and management approaches
- Monitor industry trends, procurement updates, and competitive landscapes relevant to Lightship’s services
- Demonstrate and promote Lightship Core Values within the organization

What You Bring
Education and Experience
- University degree in Business, Communications, Engineering, Computer Science, or a related field
- Minimum of three (3) years of experience managing bids or proposals, ideally in a technical, cybersecurity, or government‑focused environment
Soft Skills

- Strong multitasking and time management abilities
Technical Skills
- Ability to interpret and respond to detailed RFP/RFI/RFQ requirements
- Experience developing compliant, persuasive proposal content
- Ability to collaborate with technical SMEs and translate technical information into customer‑focused narratives
- Experience with proposal tools, content libraries, or document management systems
- Strong attention to detail and quality assurance mindset
- Familiarity with cybersecurity, IT infrastructure, or certification frameworks (e.g., Common Criteria, FIPS 140, FedRAMP, CMMC) considered an asset
