Position Duties

Are you interested in working in the ‘Hub City’ in Hagerstown, MD known for its industrial charm, vibrant lifestyle, and many cultural amenities such as the historic Maryland Theatre, major Civil War sites, and Washington County Museum of Fine Arts? If so, the Taxpayer Services Division is seeking a highly motivated and organized individual to manage the staff at our Hagerstown Branch Office.

  • Manage the operations of the Hagerstown branch office of the Taxpayer Services Division in the Comptroller of Maryland’s agency.
  • Plan, organize, and direct or assist in the direction of the operational work of subordinate staff.
  • Answer inquiries and complaints from taxpayers, the general public, who contact the local branch office by phone, in person, and through the online CRM application.
  • Devises and implements systems and procedures for recording and the processing of payment transactions using Trip 21 and Fairfax 5.0 systems.
  • Oversee and ensure that payments received in the branch office are processed daily.
  • Review and approve leave and monitor staff coverage of the branch office.
  • Assist in the preparation of daily statistical reports on the operations of the unit.
  • Promulgate, promote, and ensure compliance with policies, rules, regulations and procedures with the tax laws and regulations of the State.
  • Serve as an essential emergency personnel to ensure that the branch office is adequately staffed during normal work hours and is available during emergency situations.

This position is not telework eligible.

Notes

  • Employees are unable to prepare tax returns outside of the requirements of the job or work for a private accounting company.
  • The nature of the position could involve exposure to uncomfortable or unpleasant surroundings, handling upset or irate taxpayers.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
  • Work may involve special physical demands such as lifting 25 to 35 pounds, delivering supplies, etc.
  • Evening and weekend work may be required during peak times of the year.
  • Leave may be limited during certain times of the year due to high volume events, projects or special assignments.

Minimum Qualifications

  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate.

  • Experience:

    Six years of professional work experience in auditing, accounting, tax law, general management, or customer service. One year of this professional work experience must have involved supervising revenue administrators, accountants, or auditors, or providing legal advice requiring the interpretation of tax laws in the capacity of a tax professional, or having been in a responsible administrative or managerial capacity.

  • Candidates may substitute the possession of an associate’s degree for two years of the required experience in auditing, accounting, tax law, general management, or customer service.
  • Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for four years of auditing, accounting, general management, and customer service experience.
  • Candidates may substitute 30 college credits from an accredited college or university for one year of the required experience up to three years of experience in auditing, accounting, tax law, general management, or customer service.
  • Candidates may substitute graduate education in an academic field related to the required experience from an accredited college or university for the required experience.
  • Candidates may substitute the possession of a Certified Public Accountant (CPA) License for six years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non‑commissioned officer in accounting and budget classification…
