Definition and Scope
To perform rule-specific inspection activities in the review of plans and inspections of new building projects, alterations, and repairs, to enforce a variety of codes, ordinances, and established standards to achieve compliance, and to perform other duties as required. Incumbents may be assigned to one or more inspection discipline areas including:
- Building Specialty Inspection
- Plumbing/Mechanical Specialty Inspection
- Electrical Specialty Inspection
- Roofing Combination Inspection
- Residential Combination Inspection
- Multi-Family Residential and Light Commercial Combination Inspection
- Residential Combination & Structural Plan Review
- Non-Structural Building Plan Review
- Plumbing/Mechanical Plan Review
- Electrical Plan Review
- Project Management
- Enforcement Case Management
Responsibilities (highlights)
- Perform inspections of residential and commercial construction, ensuring conformance with applicable codes, ordinances, and standards.
- Review building and related plans; prepare correction notices; assist with plan reviews as applicable to discipline.
- Coordinate and manage projects, inspections, and regulatory compliance across assigned disciplines.
- Enforce code violations and coordinate with property owners, contractors, engineers, and other stakeholders.
- Maintain records, reports, and documentation; operate city permit and case-management systems.
Qualifications
- Education and Experience:
Any combination equivalent to experience and education that demonstrates required knowledge and abilities. Typical qualifications include:
- Education:
Equivalent to completion of the 12th grade. Additional college coursework or certifications in building inspection or related fields is preferred.
- Experience:
One year of experience performing building inspection work within one or more inspection disciplines for a municipal or county government, or three years of journey-level experience in the building construction field (plumber, electrician, carpenter, roofer, or related) within the applicable discipline; or equivalent paraprofessional/technical plan-check experience may be considered.
- Licenses/Certifications:
Certification by ICC or other approved certifying organization in applicable discipline; valid driver license (California Class
C) at time of appointment; ability to obtain and maintain necessary certifications within one year of appointment.
Discipline-Specific Qualifications (illustrative)
- Residential Combination Inspection: knowledge of one-, two-, and three-family residential construction; competency to perform residential combination inspections; relevant ICC certifications or equivalent.
- Non-Structural Building Plan Review, Structural Plan Review, and related Plan Review disciplines: ability to read and interpret plans, perform plan checks, and issue corrections; certifications as appropriate for each discipline.
- Roofing, Plumbing/Mechanical, Electrical, and Multi-Family/Light Commercial inspections: demonstrated ability to inspect complex installations and manage related permit and plan review tasks; appropriate ICC or equivalent certifications.
- Project Management and Enforcement Case Management: ability to manage contracts, coordinate with departments, investigate cases, and testify as required.
Special Qualifications
- Driver License:
Possession of a valid California Class C Driver License at time of appointment; accommodations for disabilities as applicable. - Certification:
Incumbents must possess discipline-specific certification and maintain competency within one year of appointment; continued certification is a condition of employment.
Probationary Period
Employees must complete twelve (12) months of probation at a satisfactory performance level. Upon appointment, inspectors may qualify and perform work in other disciplines.
