Role Overview
You will play a key role in helping business users understand and improve their processes through technology, data, and organizational change. This position supports strategic decision-making by ensuring that business requirements are clearly defined, communicated, and delivered throughout the project lifecycle. You will collaborate closely with project managers, business SMEs, technical teams, and vendors, while also mentoring stakeholders and supporting the adoption of solutions.
Key Responsibilities
The successful candidate(s) will be responsible for, but not limited to, the following duties:
- Apply a business analysis framework for success.
- Document Business Process and Workflow Models (As-Is and To-Be).
- Document use cases based on business processes and workflow models.
- Effectively analyze information, problems, situations, practices, or procedures.
- Elicit, document, manage, and communicate functional and non-functional requirements throughout the project lifecycle.
- Analyze business requirements and translate them into business rules.
- Define and scope the business problem or opportunity and identify a solution and/or alternative solutions.
- Verify that the solution meets the requirements and quantify the benefits and costs of each solution.
- Identify any risks, issues, and assumptions with the solution and contribute to an effective control and risk management process.
- Work closely with technical teams to ensure their translation of requirements to solutions meets the needs of the users and integrates into the overall GOS architecture.
- Act as a liaison between technical teams and SME’s.
- Research, develop, and recommend the implementation of new approaches and technological solutions for data and integration services.
- Create and document feasibility studies, business cases, technical assessments, RFP/RFI requirements, project charters, user manuals, system manuals, policies, processes and procedures.
- Create and manage a robust plan for testing that ensures the product supports business processes.
- Create, coordinate, and execute test scripts, utilizing formal testing methodologies to verify that system and business applications meet specific requirements.
- Perform as test lead to guide the business SMEs through the process of User Acceptance Testing (UAT) to ensure business requirements are sufficiently identified, traced, and functional in the finished system.
- Provide quality assurance in relation to the accuracy and integrity of the information provided in the solution.
- Facilitate meetings and workshops with internal and external stakeholders.
- Prepare and deliver presentations to internal and external stakeholders.
- Preparing the business for change by conducting organizational readiness activities.
- Develop training, training materials, and facilitate training for both technical and non-technical audiences.
Mandatory Qualifications
- Ability to work 100% onsite in Regina, SK
- Valid, active CBAP certification (copy required)
Key Evaluation Criteria
- Experience as a Business Analyst supporting business transformation in public sector or regulated environments (e.g., ministries, agencies, Crown corps) within formal governance structures
- Strong experience facilitating workshops for process discovery, requirements elicitation, and prioritization
- Expertise in business process modelling (As-Is / To-Be) and workflow design
- Ability to translate technical concepts (cloud/SaaS, integrations, APIs, data) for both technical and non-technical stakeholders
- Proven track record managing the full requirements lifecycle
- Experience producing key BA artifacts: use cases, user stories, business rules, and test documentation
- Strong experience with UAT, test planning, and execution
- Ability to define business problems, evaluate solutions, and support decision-making
- Experience supporting change management, training, and business readiness
- Strong stakeholder engagement, facilitation, and communication skills
- Experience with business cases, RFPs, and technical documentation
- Power BI and Azure DevOps experience is an ass
