A revenue-generating fintech building enterprise-grade digital payment and identity infrastructure is hiring its first true Chief Compliance Officer. The company is past the funding stage, generating revenue, and now standing up the compliance backbone that will support PayFac registration, sponsor bank relationships, and a multi-product platform spanning payments, digital identity, biometric verification, KYB, and electronic signature.
This is a build-from-scratch seat. There is no existing compliance management system to inherit and refine. You'll design it, document it, defend it in front of card networks and sponsor banks, and operate it as the company scales. The CCO will sit on the executive leadership team alongside a small group of leaders shaping the company's structure, with floor-level equity and direct line of sight to influence the trajectory of the business.
If you've registered a PayFac with Visa and Mastercard, owned a BSA/AML program end to end, and survived a sponsor bank audit, this role was written for you. The privacy, biometric, KYB, and e-signature work is real and substantial, but payments compliance is the gravitational center of the seat.
Responsibilities
- Design, implement, and operate the enterprise Compliance Management System (CMS) from the ground up, including governance structures, regulatory inventory, policies, controls, monitoring, and executive reporting
- Own PayFac registration and ongoing compliance with Visa and Mastercard, including PCI DSS Attestation of Compliance, AML documentation, sanctions screening, transaction monitoring, merchant underwriting, and termination procedures
- Build and maintain the sponsor bank compliance documentation package, manage audit responses, and serve as the primary compliance point of contact for BIN sponsorship relationships
- Design and operate the board-approved BSA/AML program covering written policies, KYC/CDD, transaction monitoring, employee training, and independent audit/testing
- Build the merchant and sub-merchant risk governance framework, including approval criteria, prohibited categories, MATCH list screening, OFAC sanctions screening, chargeback reserves, and ongoing re-underwriting
- Establish SAR detection, preparation, and filing procedures with FinCEN
- Oversee PCI DSS Level 1 certification, QSA audits, and quarterly vulnerability scanning
- Operationalize privacy and biometric compliance across GDPR, CCPA/CPRA, BIPA, Texas and Nebraska biometric statutes, including consent workflows, retention enforcement, and audit logging
- Stand up and govern the KYB framework for organizational identity, including beneficial ownership identification, entity verification, and ongoing monitoring
- Maintain electronic signature compliance with E-SIGN, UETA, URPERA, and applicable state and HIPAA requirements
- Align compliance obligations with SOC 2 Type II, PCI DSS, and ISO 27001/27701 control frameworks, partnering with engineering and infrastructure on operational implementation
- Build and lead the compliance organization over time, including payments compliance, privacy and biometrics, monitoring and testing, and vendor risk
Qualifications
- 10+ years of compliance leadership in fintech, payments, or digital identity
- Demonstrated experience building an enterprise Compliance Management System from scratch (required, not adapting or refining an existing one)
- Direct, hands-on PayFac registration experience with Visa and/or Mastercard, including ongoing network reporting obligations
- BSA/AML program ownership including KYC/CDD, transaction monitoring, SAR filing, and OFAC/sanctions screening
- Sponsor bank / BIN sponsor relationship management from the compliance side, including audit response and ongoing documentation
- KYB framework experience including beneficial ownership, entity verification, and ongoing monitoring
- Familiarity with MATCH list screening, merchant underwriting, and sub-merchant risk governance
- Working knowledge of ISO and/or PayFac operational models and the compliance distinctions between registered PayFacs and ISOs
- Privacy and biometric data governance expertise across applicable U.S. state and international regimes
- Experience supporting SOC 2, PCI DSS, and/or ISO control frameworks
- Executive leadership experience, including building teams and operating at the C-suite level
Preferred
- Prior CCO or Head of Compliance experience at a payments, identity, or fintech platform that achieved PayFac registration under their leadership
- Electronic signature compliance experience (E-SIGN, UETA, URPERA)
- DMV or government identity integration compliance exposure
- Experience presenting to or coordinating with regulators, card networks, and sponsor bank examiners
