Key Responsibilities

Regulatory & Government Relations

–Serve as the official representative of the bank before NFRA, PBOC, MOFCOM, and other Chinese regulatory and government bodies

–Maintain and develop relationships with key regulators to monitor policy developments and communicate the bank's strategic positions

–Ensure the Representative Office operates in full compliance with Chinese laws, regulations, and NFRA requirements at all times

–Submit annual work reports to the NFRA Beijing Bureau and provide the head office's annual report within 6 months of each financial year-end

Strategic Business Development & Market Intelligence

–Monitor and analyse Chinese economic, regulatory, financial, and market developments; provide timely insights and strategic recommendations to the head office

–Identify and evaluate opportunities for potential business expansion, licensing upgrades, or strategic partnerships in the China market

–Represent the bank at high-level industry forums, conferences, and diplomatic or bilateral financial events

–Facilitate introductions and relationship development between the bank's global business lines and key Chinese financial institutions, corporates, and government entities

Office Management & Compliance

–Oversee day-to-day management of the Representative Office, including staff, operations, and budget

–Designate a deputy to act in the Chief Representative's absence; report any absence exceeding one month to the NFRA in accordance with regulations

–Ensure all office activities remain strictly non-commercial and within the permitted scope of a representative office under Chinese law

–Report major events (regulatory changes, restructuring, significant losses) to the NFRA Beijing Bureau promptly

Internal Coordination

–Act as the primary bridge between the bank's head office / regional management and Chinese market counterparts

–Coordinate with legal, compliance, corporate banking, and other business lines on China-related matters

–Support the bank's China strategy and any future licensing or expansion initiatives

Experience & Background

–10+ years of senior banking or financial services experience, with meaningful exposure to the China market

–Prior experience in a senior representative, relationship management, or leadership role at a foreign financial institution in China is strongly preferred

–Deep familiarity with the Chinese regulatory environment, including NFRA, PBOC, and relevant banking regulations

–Established network across Chinese financial institutions, regulators, government bodies, and/or major corporates

Skills & Competencies

–Exceptional interpersonal and stakeholder management skills; able to engage at the most senior levels of government and industry

–Strong strategic thinking and market analysis capability; ability to translate macro trends into actionable recommendations for head office

–High level of compliance awareness and risk consciousness; impeccable professional integrity

–Excellent written and verbal communication skills in both English and Mandarin Chinese

–Self-directed, adaptable, and capable of operating in a lean, non-commercial office environment

Education

–Bachelor's degree or above in Finance, Economics, Banking, Business Administration, or a related field

–Advanced degree (MBA, MPA, or relevant Master's) is a plus

–CFA, CPA, or equivalent professional qualification preferred
