Position: CIVILIAN FORCE DEVELOPMENT SPECIALIST with Security Clearance
Duties DUTY1:
Performs Career Broadening assignments/duties;
Plans, organizes, analyzes and evaluates a wide range of complex AF wide functional requirements, objectives, operating methods, and new and proposed regulatory guidelines. Develops goals and objectives that integrate AF civilian force development policies with DAF CIO strategic objectives. Develops C&IT program policy and oversees AF enterprise implementation. Supports the planning, development, and execution of programs and activities designed to establish and enhance C&IT force renewal, management, and development across the C&IT workforce.
Functions as the Air Force representative who articulates and defends Air Force positions on critical policy issues at Federal and DoD-level planning meetings. Coordinates, plans, and schedules with OSD, Service Components, Air Force, other organizational managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. DUTY 2:
In a Career Broadening capacity, serves as the Associate Civilian Cyberspace and Information Technology Career Field Manager for the Air Force and Subject Matter Expert on civilian force development matters. Senior Advisor to career field manager for Civilian C&IT Career Field human capital efforts across the human resources life cycle. Develops and recommends solutions to Functional Authority and Functional Manager regarding issues for civilian Information Technology {IT) and cyber professionals.
Policy and oversight work includes, but is not limited to: career pa1h review, workforce analysis, workforce comparability studies, workforce utilization reviews, and workforce projections. Makes recommendations on behalf of the C&IT career field manager to 1he Functional Authority and Functional Manager on Air Force-wide developmental positions to ensure positions are filled with the most qualified person at 1he required time to meet mission requirements.
DUTY 3:
Leads, forms, or serves as a member of working groups, task forces, integrated process teams, and other groups as required, and facilitates processes involved in the development of requirements, plans and programs for C&IT career field oversight. Promotes interchange of information with DoD CIO, Joint Staff and HAF/Al on human resources and force development programs such as recruitment, retention, and professional development programs.
Represents the organization at meetings, briefings, and conferences with senior representatives from Air Staff, MAJCOMs, DoD, and other agencies. Supports the organization on a wide range of force development and civilian personnel subjects impacting the DAF CIO by drafting and implementing detailed directions, documentation, and presentations as required by Air Force C&IT senior leaders Requirements Conditions of employment
* U.S. Citizenship is required.
* Employee must sign an Air Force-wide mobility agreement.
* Must be able to obtain and maintain a Secret security clearance.
* PCS cost will be paid IAW Career Broadening Policy under this agreement.
* Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
* Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
* Career Broadening also provides training and developmental opportunities at various organizational levels.
* These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
* TEMPORARY PROMOTION:
If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
* Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY.
* May be required to work other than normal duty hours, which may include evenings, weekends and holidays.
* Completion of grade-appropriate Professional Military Education is highly desired.
* May be required to travel by military and/or civilian aircraft in the performance of official duties.
