BYERA seeks to engage a qualified and experienced Agency Secretary to support the Director General  in maintaining strong governance, statutory compliance, official records, and decision documentation.

The successful candidate will be responsible for organising board and committee meetings, preparing notices, agendas, board papers, minutes, resolutions, action trackers, and maintaining official registers, regulatory records, licence documentation, and governance files. The role will also support compliance with applicable laws, internal governance procedures, document-control standards, and public-sector accountability requirements.

Key responsibilities include:

  • Preparing board and committee agendas, notices, papers, minutes, and resolutions.
  • Maintaining registers of board decisions, licences, authorisations, official seal usage, contracts, and regulatory instruments.
  • Supporting the documentation of licence approvals, public notices, hearings, decisions, and related regulatory actions.
  • Advising management on governance procedures, statutory obligations, conflicts of interest, and records management.
  • Coordinating with legal advisers, regulators, government institutions, consultants, and internal departments.
  • Ensuring official documents are properly approved, executed, sealed, filed, and retrievable.
  • Supporting BYERA’s transition toward improved digital records and regulatory workflow systems.

Minimum requirements:

  • Degree in Law, Corporate Governance, Public Administration, or a related field.
  • At least 5 years’ relevant experience in board secretariat, company secretarial, legal, governance, or regulatory administration.
  • Strong drafting, minute-writing, document-control, and compliance skills.
  • High level of confidentiality, integrity, judgement, and organisational discipline.
  • Experience in government, regulatory, electricity, infrastructure, or public-sector institutions is an advantage.
