Position Summary

The Coordinator Development plays a key role in supporting the City of Regina’s growth by coordinating and administering complex land development and servicing agreements. This position is responsible for managing development-related financial securities and charges, ensuring compliance with municipal standards, legislation, and City policies, while protecting the City’s interests in multi-million-dollar development projects. You will work closely with developers, consultants, internal departments, and external agencies to negotiate, review, and implement agreements that enable sustainable and well-planned community development.

In this role, you will contribute to the delivery of high-profile and sometimes politically sensitive development initiatives, requiring strong analytical ability, sound judgement, and effective communication skills. You will also support policy development, process improvement, and cross-departmental coordination, while acting as a key technical resource and relationship builder within the City’s planning and development framework.

Duties & Responsibilities

  • Provide technical advice, direction and recommendations to help advance the creation of Servicing Agreements, Development Levy Agreements and any other development related agreements.
  • Research industry best practices and evaluate existing policies in order to create or modify Standard Operating Procedures to support the delivery of Servicing Agreements, Development
  • Levy Agreements and other development agreements.
  • Develop contracts specific to the delivery of new development and measure the outcomes of these contracts.
  • Coordinates complex projects for complex and politically sensitive development initiatives to ensure alignment with the Planning and Development Act, Official Community Plan and any other Neighbourhood or sector plans that relate to the project.
  • Perform analytics in relation to the development of Servicing Agreement and Development Levy contracts in order to support achieving current level of service standards.
  • Prepare reports, contract documents, terms of reference, request for proposals, policies and procedures, Council briefs and correspondence.
  • Responsible for coordinating, consulting, negotiating and collaborating with internal and external agencies and stakeholders.
  • Assist in the development and monitoring of branch and department operating and capital budgets.
  • Oversees staff, consultants and contractors.
  • Serves as a point of contact between internal departments, committees of council, developers, consultants, and government officials on business related to the development agreements.
  • Lead and/or advice on various departmental and organizational project teams.
  • Organize and lead meetings, committees and training/information sessions.
  • Ensure all safety, rules, regulations and procedures as set out in the Provincial Occupational Health and Safety Act, the City of Regina Occupational Health and Safety Manual and standard operating procedures.
  • Key Qualifications

  • An undergraduate degree in Engineering or Planning, preferably from a CIP-accredited university, or equivalent and a minimum four (4) years related land development experience. Experience in the field of land development planning, policy planning, municipal engineering, or development policy is required
  • OR

  • A two (2) year Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Water Resources Technology with a minimum of six (6) years related land development experience. Experience in the field of land development planning, policy planning, municipal engineering, or development policy is required. Must be registered with Saskatchewan Applied Science Technologists and Technicians (SASTT) as an Applied Science Technologist (A.Sc.T)

    or eligible to obtain during probation period.

  • Knowledge of water, wastewater and drainage construction principles, processes, theories, statistics, technologies, standards, safety policies, materials, practices and operations.
