As Country Director, you will provide strategic leadership for CARE's country operations, ensuring excellence in program delivery, operational performance, resource mobilization, and people leadership. You will represent CARE at the highest levels, influencing policy, forging strategic alliances, and positioning the organization as a trusted and innovative development partner.

What You Will Do

Strategic Leadership & Organizational Transformation

  • Lead the development and execution of CARE Cambodia's long-term strategy.
  • Drive innovation and organizational transformation to ensure continued relevance and effectiveness.
  • Strengthen strategic foresight and scenario planning capabilities.
  • Position CARE as a leader in locally driven, sustainable development solutions.

People Leadership & Culture

  • Inspire, mentor, and develop a high-performing and diverse workforce.
  • Foster a culture of inclusion, accountability, innovation, learning, and collaboration.
  • Build leadership capacity and succession pipelines across the organization.

Resource Mobilization & External Representation

  • Develop and execute ambitious resource mobilization strategies.
  • Diversify funding through institutional donors, foundations, private sector partnerships, impact investments, and innovative financing mechanisms.
  • Serve as CARE's principal representative in Cambodia.
  • Build influential relationships with donors, government officials, civil society leaders, and private sector stakeholders.

Operational Excellence & Risk Management

  • Ensure efficient, compliant, and cost-effective operations.
  • Oversee financial sustainability, budget management, and risk mitigation.
  • Lead safeguarding, security, and compliance efforts.
  • Ensure delivery of high-quality programs on time and within budget.

Program Quality & Sustainable Impact

  • Drive evidence-based, community-centered programming.
  • Advance CARE's localization agenda through meaningful partnerships with local organizations.
  • Leverage technology, innovation, and entrepreneurial approaches to scale impact.
  • Ensure rigorous monitoring, evaluation, learning, and accountability systems.

Required Qualifications

Education

  • Bachelor's degree in a relevant field required.
  • Master's degree preferred.

Experience

  • Minimum 6–8 years of senior leadership experience in the international development sector.
  • Demonstrated success leading complex organizations, programs, or country operations.
  • Experience managing multidisciplinary teams in multicultural environments.

Strategic & Operational Leadership

  • Proven experience leading strategic planning and execution.
  • Strong analytical and conceptual thinking skills.
  • Demonstrated ability to manage complexity and drive organizational performance.

People Leadership

  • Exceptional leadership, coaching, and talent development capabilities.
  • Strong interpersonal and relationship management skills.
  • Experience fostering inclusive, high-performing teams.
  • Demonstrated emotional intelligence and resilience under pressure.

Financial & Resource Management

  • Experience managing large and complex budgets.
  • Strong understanding of donor compliance, financial controls, and audit processes.
  • Proven ability to ensure financial sustainability and accountability.

Knowledge Management & Learning

  • Experience fostering organizational learning, innovation, and knowledge sharing.

Preferred Qualifications

  • 8+ years in senior leadership roles within the development sector.
  • Experience in program design, implementation, monitoring, and evaluation.
  • Experience managing emergency or humanitarian responses.
  • Strong understanding of localization, partnership development, and systems change approaches.
