The Worldwide Aviation Support Services (WASS) program, an AAR business, headquartered in Rockledge, FL, provides global, world-class expeditionary and conventional aviation solutions to the US Department of State Air Wing.
Role Description
The Site Manager is responsible for the business operations within their designated country location. Providing all management and administrative functions necessary for the safe, efficient, effective operation of Aviation Support Services as applicable at the MOB, FOBs and other locations as directed by the AAR WASS PMO. Accountable to the AAR WASS Director, Operations for the Aviation Support Service Program to the U.S. Embassy Country Team and the DOS WASS Customers in support of their aviation program requirements within the assigned country. Serve as single point contact for the Senior INLA country representative on site, normally the Senior Aviation Advisor SAA to initiate, conduct, coordinate and communicate all operational plans at the respective site. Facilitates all operational planning activities for SAA. Maintains liaison with INLA in-country, associate contract leads, and other stakeholders as required to affect all plans, coordination, briefings, de-confliction, and execution of INLA directed activity in-country.
Key Responsibilities
- Responsible for successful operations and acts as a primary contributor to the strategic direction of all activities and resources in an assigned country or area.
- Exercises operational control of a fleet of fixed-wing and or rotary-wing aircraft to support domestic and international air movements and aerial operations within the assigned country.
- Ensures operational requirements are safely accomplished in accordance with customers’ established standards and operating procedures.
- Prepares customer briefings and serves as the in-country subject matter expert.
- In coordination with the other AAR WASS PMO and Functional leaders of the organization, develop, manage, and represent all AAR programs in the assigned country, ensuring high levels of accountability and program success.
- Will be the primary face to the customer in-country and handle all in-country discussions with the Senior INL/A representative or other INL Peru or US Embassy representatives.
- Maintains overall responsibility for AAR WASS in-country operations MOB and FOLs, support and administrative duties.
- Responsible for daily communications with the US Embassy and Consulates.
- Responsible for all maintenance operations, and logistics support for supporting AAR WASS in-country operations.
- Responsible for all logistics support to AAR WASS in-country operations.
- Responsible for all required reporting.
- Responsible for the financial success of AAR WASS in-country operations.
- Responsible for site security to the extent allowed by US Embassy and Host Nation negotiated terms.
- Foster a positive work environment, providing leadership, guidance, encouragement, and support to the team – while driving positive performance to meet, or exceed, customer requirements.
- Coordinates and collaborates with AAR WASS PMO functional managers to ensure success of in-country operations.
- Ensures adherence to AAR and WASS policies, procedures, and code of ethics.
- Ensures that mission orders are consistent with and in support of contract obligations.
- Confers with AAR WASS PMO administrative personnel, government regulatory agencies to propose revision and adoption of rules and procedures governing flight operation activities.
- Maintains strong positive relationships with key customers, vendors, and stakeholders.
- Responsible for all other current and future program requirements, operations, maintenance, logistics, admin, finance, legal, reporting, etc.
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Perform other duties as assigned.
Basic Qualifications
- Bachelor’s degree in management or equivalent discipline.
- 10 yrs. technical or professional management experience, including 5 yrs. of program management experience, with at least 1 yr. in projects of similar size.
- Strong English speaking and written communication skill with the ability to build and maintain positive relationships with stakeholders.
- Experience as a US military aviator.
- Rated pilot with FAA certification and 1,000 hours flight time.
- Experience as a Pilot-in-Command in austere and hazardous environment CONUS and OCONUS, 2,000 hours total time as Pilot-in-Command.
- Managed complex OCONUS flight activities RW and or FW aircraft.
- Mission qualified PIC in one of the assigned aircraft RW or FW at the highest flight activity level.
- Strong positive and collaborative leadership and team management abilities, with the capacity to motivate and inspire a diverse team.
- Excellent problem-solving and decision-making skills, with the ability to effectively address challenges and make sound judgments.
- Ability to speak L2 and read L2 Spanish.
- Position requires an active U.S. Security Clearance.
