Duties
- As deputy to the director/commander, plans, organizes, and oversees the activities of the Force Support Squadron (FSS). Directs the mission and establishes the goals of the organization consistent with Command and AF strategic plans.
- Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
- Critical makes comprehensive assessments and evaluations of program goals/objectives which provide a basis for long-range planning to enhance the management support capabilities of the FSS.
- Represents the Force Support Squadron with a variety of installation organizations and outside agencies. The assigned programs are often characterized by unusual managerial complexities and demands, as well as substantial uncertainties and risk.

- Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager.
- Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
- This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.

- The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: 1) Providing senior-level leadership and oversight over day to day operations of Force Support Squadron (FSS), 2) Ensuring effective delivery of personnel, manpower, and community support programs across a large, multi-mission installation, 3) Serving as a strategic advisor to commanders and senior leaders on complex issues involving military and civilian personnel management, organizational manpower requirements, and installation wide services 4) Directing the development, execution and evaluation of short and long range programs, including business based activities and community support initiatives designed to meet diverse Air Force mission and quality of life needs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of wide range of personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of Services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices.
- Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies.
- Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs.
- Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.
- Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
- Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
