JOB SUMMARY

This role requires leading and executing risk-based audits across procurement and property management functions. Reporting under the Financial & Corporate Services Audit Section, the incumbent will assess governance, risk management, internal controls, and regulatory compliance while providing assurance and advisory services to support organisational performance.

JOB DESCRIPTION

Work assigned is not limited to the job scope listed below:

• Develop audit strategies that provide risk-focused insights by leveraging enhanced technical knowledge and broader data analysis within the procurement and property management functions.
• Developing audit programmes and conducting comprehensive audits throughout a project’s lifecycle, from the initial feasibility study and design phase to final completion and handover. This includes, among others:
• Review technical tender specifications to ensure they are clear, free from bias and aligned with project requirements.
• Review bills of quantities, material specifications and work schedules against approved contracts, project requirements and relevant industry standards.
• Review payments released to contractors based on supporting documentation, site inspections and physical progress verification.
• Review property management operations, including maintenance records, service contracts and compliance with statutory building requirements.
• Verify adherence to relevant Malaysian standards and regulatory requirements, including occupational safety, health and environmental requirements.
• Lead audit engagements by driving end-to-end audit execution, guiding team members, reviewing audit working papers and work quality, and ensuring audit outcomes are delivered effectively in accordance with approved audit objectives and applicable audit standards.
• Lead stakeholder engagement throughout the audit engagement by obtaining audit evidence, validating audit observations, and facilitating discussions with business units and senior stakeholders to ensure audit issues are clearly understood.
• Prepare, communicate and present audit findings to Management/ Head of Department/ Head of Section, highlighting key risks, control weaknesses and improvement opportunities, together with practical recommendations for further action.
• Utilise data analytics tools to analyse large datasets relating to project costs, material purchases, contract variations and other relevant procurement or property management information to identify anomalies, patterns or areas requiring further review.
• Participate in project management activities in an advisory role by providing strategic input on risk management, governance and controls, while keeping abreast of best practices in procurement and property management.
• Drive continuous improvement initiatives to enhance the efficiency and effectiveness of procurement and property management audit processes and reporting.
• Perform other ad-hoc duties as assigned from time to time.

JOB REQUIREMENTS

• Malaysian citizen.
• Pass Malay language including oral test at Sijil Pelajaran Malaysia (SPM) level.
• Possess a Bachelor’s Degree recognised by the Government from any local or overseas higher learning institution in a relevant field such as Civil Engineering, Quantity Surveying, Building and Property Management, or other related disciplines. Relevant professional body registration, such as Board of Engineers Malaysia or Board of Quantity Surveyors Malaysia, will be highly advantageous.
• Possess of 7 – 10 years of relevant experience in a technical role (either directly or via risk/ audit/ compliance role) within the construction, project management, property development, engineering procurement, or property management sector.
• Proven track record in leading and delivering technical audit/ technical review/ project management assignments, with the ability to evaluate technical, contractual, project and control-related risks, and provide practical insights to support governance, control improvements and informed decision-making.
• Demonstrated ability to lead assignments end-to-end, coordinating team members and ensuring timely delivery of high-quality outputs.
• Strong understanding of governance, risk and control principles, with technical or project-related experience in assessing control adequacy, identifying root causes and evaluating the impact of key issues.
• Strong stakeholder engagement and influencing skills, with the ability to build effective working relationships, manage professional discussions, and secure stakeholder buy-in.
• Strong written, verbal and presentation skills in both English and Malay, with the ability to communicate complex technical issues, key risks and recommendations clearly to Management and key stakeholders.
• High level of integrity, professional judgement and objectivity in performing audit work and engaging with stakeholders.
