The Department of Risk Management works to protect against losses by identifying, assessing, and mitigating risks that could impact operations, assets, and result in financial losses.
The Department is committed to fostering a culture of proactive risk awareness and resilience, ensuring compliance with regulatory standards, and providing strategic insights that enable informed decision-making. The Department is responsible for developing and implementing the County’s risk management plan, enforcing codes, and overseeing the County’s Worker’s Compensation program. Programs and services are limited to the County government infrastructure.
The Department also reviews and advises on insurance requirements for contracts with County vendors. It reviews certificates of insurance and insurance claims for property and casualty and manages claims for the County’s self-insurance fund. The Department strives to provide excellent customer service to County departments and claimants to avoid unnecessary lawsuits and litigation costs. It works closely with the County’s insurance carrier to coordinate various types of training to manage risk and limit liability to the County.
Role Description
The Deputy Safety Officer is a full-time, on-site role based in Kingston, NY. This position involves overseeing all matters concerning health and safety to ensure compliance with local, state, and federal regulations in relation to County owned property, equipment or employees. Responsibilities include conducting accident investigations, identifying and mitigating workplace safety hazards, coordinating and delivering safety training sessions, and collaborating with various departments to promote a safe and compliant work environment. The Deputy Safety Officer will also support the development and execution of safety policies and procedures across the organization. Coordinates day-to-day activities of department personnel. Works under the general supervision of the Director of Risk Management with considerable leeway allowed for the exercise of independent judgement in details of the work. Does related work as required.
Full Performance Knowledge, Skills, Abilities, and Personal Characteristics
- Knowledge of Health & Safety practices and Occupational Health principles
- Good knowledge of NYS Building Codes
- Experience conducting Accident Investigations and analyzing incidents to prevent recurrence
- Proficiency in designing and delivering Safety Training programs
- Working knowledge of computer database, spreadsheet, and graphic programs (Microsoft Suite preferred)
- Strong problem-solving abilities, communication, and organizational skills
- Ability to work collaboratively with diverse teams and independently implement safety measures
- Ability to prepare and maintain reports of a narrative and statistical nature
- Willingness to respond to calls on a 24-hour basis
- Previous experience in a government or public service role is a plus
Minimum Qualifications
- Graduation from a regionally accredited or New York State registered college with an Associate’s Degree in Construction Technology or a closely related field and three (3) years of full-time paid experience in a responsible position in a municipal safety program; OR
- Graduation from high school or possession of a high school equivalency diploma and five (5) years of progressively responsible full-time paid experience working with a municipal safety program, one year of which was supervisory in nature.
Special Requirement
- Incumbent must obtain NYS Code Enforcement Official certification within one year of appointment. Must possess a valid NYS driver's license.
