The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Director, Khulna Division to manage the Khulna Division team and ensure that the division program achieves its goals and deliverables.
The Director, Khulna Division will report to the Country Director and execute the five-year plan to enhance protection and provide excellent child protection services in Khulna Division. In consultation with National Heads, the Director will support justice system actors to protect children from commercial sexual exploitation (CSEC) and human trafficking. This position will provide leadership to a team of social workers, law enforcement and legal experts, trainers and community coordinators who will support first responders in providing high-quality child protection services.
The role will ensure the effective implementation and management of IJM’s program commitments to the NGO Affairs Bureau in Khulna Division. The role will provide leadership and strategy for division government relations, data management and reporting, coordination between IJM entities & general compliance.
This position will nurture a healthy program team by ensuring effective collaboration with internal IJM teams. This includes gathering guidance and support from regional & national functional leaders for Strategy, Financial Planning, Advocacy & Activation, Justice Solutions, Measurement, People Services and Business Solutions.
The role is based in Khulna Division, but will provide support nationally, including travelling to each of IJM’s future program locations (Khulna Division, Barisal and Mymensingh).
Responsibilities:
Leadership and Management:
- Lead a multi-disciplinary team of lawyers, social workers, law enforcement experts, and community coordinators to deliver enhanced child protection services in support of and partnership with government.
- Build a culture of safety and security in the Khulna Division team. In consultation with the Security team, prioritise the safety of all staff by adhering to IJM’s security policies and standard operating procedures.
- Cultivate and maintain a healthy work environment and community in keeping with the standard organisational rhythms and core values.
- Manage department leads, and other personnel as required, including periodic goal setting, regular feedback, performance review and conflict resolution.
Networking & Partnership:
- Build effective, trusted relationships with government, NGO and development partner leaders.
- Provide oversight for implementing partnership relations and management for successful partner-led IJM projects.
- When required, represent IJM’s programs before local government, non-governmental organizations, media outlets, and other stakeholders and audiences.
Strategy & Knowledge Development & Implementation:
- Deliver Child Protection Service goals and deliverables in legal, law enforcement and social service spheres for Khulna Division as planned in the Bangladesh Program Concept Note and as committed to the NGOAB, Bangladesh.
- Lead the co-design, development, and execution of the program. The program deliverables will have to be consistent with its outcomes and indicators as required by IJM’s program standards and theory of change.
Communication:
- Ensure communications guidelines are adhered to and that high quality communications content is developed from Khulna Division activities in an accurate and timely manner, in consultation with the Regional Branding & Communications team.
Research, Program Management and M&E:
- Regularly monitor, manage and report the progress of the division projects using organization templates and timelines.
General Accounting & Statutory Compliance:
- Ensure effective annual budget management & planning, robust oversight of financial expenditure and full compliance to IJM’s strict finance ethics & standards.
Qualifications
Education & Experience:
- Master’s degree in business administration, Law, Social Work, or a related field.
- Previous experience and in-depth understanding of the human trafficking sector.
- At least 5 years’ experience designing strategies and processes to achieve aggressive goals.
- Minimum of 7 years’ experience in successfully leading and managing teams of professionals including a proven capability to supervise legal experts, social workers, and other professionals.
- Experience managing an office/departmental budget or comparable financial management experience.
- Demonstrated ability to communicate, coordinate, and build relationships with governments, NGOs, media organizations and local and global institutions.
