Interim HSE Director / HSE Subject Matter Expert – Defence Logistics & Distribution
Purpose of the Role
To provide strategic Health, Safety and Environmental leadership and technical expertise in support of the FDSS bid, ensuring that the proposed solution demonstrates best-in-class HSE governance, regulatory compliance, operational excellence and continuous improvement across complex defence logistics and warehouse operations.
The successful individual will work closely with bid leadership, solution architects and operational SMEs to shape a compelling HSE proposition that aligns with customer requirements and supports successful contract mobilisation and delivery.
Key Responsibilities
- Lead the development of the HSE strategy and operating model for the bid.
- Provide expert input into warehouse management, distribution and logistics safety requirements across multiple sites.
- Ensure compliance with UK HSE legislation, defence standards and recognised industry best practice.
- Develop HSE narratives, policies and responses for tender submissions and presentations.
- Support solution design for warehousing, inventory management, transportation and distribution activities from an HSE perspective.
- Identify operational risks and develop practical mitigation strategies.
- Review mobilisation plans to ensure robust safety governance from day one.
- Contribute to customer meetings, governance forums and bid reviews as the senior HSE authority.
- Work collaboratively with engineering, operations, supply chain and commercial teams to integrate HSE into the overall solution.
- Benchmark against comparable large-scale logistics and warehouse management contracts and identify opportunities for innovation and best practice.
Experience Required
Essential
- Senior leadership experience in Health, Safety & Environment within large-scale logistics, warehousing or distribution environments.
- Significant experience supporting complex defence or government infrastructure programmes.
- Demonstrable expertise in warehouse operations, inventory management and distribution centre safety.
- Experience supporting or delivering major outsourced service contracts valued in the hundreds of millions of pounds.
- Proven ability to contribute to strategic bids, procurements or major transformations.
- Strong understanding of UK HSE legislation, ISO management systems and risk management frameworks.
- Excellent stakeholder engagement skills with the ability to influence executive leadership and customers.
Highly Desirable
- Previous experience on Defence Fulfilment, Warehouse Management System (WMS) or similar strategic logistics transformation programmes.
- Experience working with Ministry of Defence or other highly regulated public sector clients.
- Familiarity with automated warehousing, robotics, digital supply chains and complex distribution networks.
- Chartered membership of IOSH or equivalent professional accreditation.
- NEBOSH Diploma or equivalent advanced HSE qualification.
