Hours: Full-time (40 hours/week), exempt. Flexible schedule that includes occasional evenings and weekends.
Salary: $80,000–$90,000 annually, depending on qualifications and experience.
Anticipated Start Date: August or September 2026.
Work Location: Hybrid. Regular travel throughout East County San Diego is required.

About the Position: The Director of Strategic Partnerships leads CASA’s housing and homelessness work in East County, advancing a unified regional strategy that strengthens collaboration among practitioners and executive leadership across the area’s nonprofit sector. Through the existing East County Homeless Task Force (ECHTF) and the new East County Housing Leadership Council (ECHLC), the Director builds the relationships, governance, and shared infrastructure that advance the region’s housing and homeless response system.
This role is externally facing and non-supervisory. The Director represents East County’s collective response across community, faith, business, education, and government settings; manages communications and advocacy within CASA’s 501(c)(3) framework; supports coordinated grant pursuit and data-informed service planning; and ensures measurable impact for the individuals and families served across East County each year.
What Success Looks Like: Within the first 12 months, the Director will establish the East County Housing Leadership Council as a trusted and effective regional leadership body that advances collaboration, strategic planning, and coordinated action to address housing and homelessness across East County. Success will be demonstrated by:
- Launching the East County Housing Leadership Council within the first three months, with an established governance structure, meeting cadence, and active participation from key regional housing and homelessness organizations.
- Building sustained executive-level engagement among Council members, resulting in consistent participation, collaboration, and shared ownership of regional priorities.
- Developing and initiating the implementation of a regional strategic work plan to identify service gaps, establish shared priorities, and advance collaborative solutions.
- Facilitating at least one regional initiative, joint project, or collaborative funding opportunity involving multiple Council partners.
- Maintaining the East County Homeless Task Force as a valued community resource through effective meeting facilitation, timely communication, and relevant educational programs.
- Meeting all grant requirements by delivering accurate reports, budgets, and program deliverables on time.
- Establishing performance measures and data systems to demonstrate the Council’s regional impact and to inform continuous improvement.
- Working with CASA and Crisis House leadership to identify and pursue diversified funding opportunities to support the Council’s long-term sustainability beyond the initial grant period.
- Strengthening CASA’s position as the trusted backbone organization convening and coordinating East County’s regional housing and homelessness response.
Responsibilities:
East County Homeless Task Force (ECHTF) Administration
The East County Homeless Task Force (ECHTF) is a broad-based coalition of community members that convenes and collaborates to identify and address the service and housing needs of unhoused residents across East County. Organizations, institutions, and municipalities addressing homelessness operate independently, with input and support from the Task Force.
- Administer the ECHTF program day-to-day.
- Manage the ECHTF budget under the supervision of the CASA Executive Director and the Fiscal Manager.
- Develop and coordinate the ECHTF Advisory Committee.
- Plan and staff ECHTF events, including:
- Bi-monthly in-person general meetings.
- Bi-monthly Zoom & Learn meetings.
- Create and distribute meeting invitations, materials, and summaries.
- Compliance and reporting.
East County Housing Leadership Council (ECHLC)
The ECHLC unites CEOs and Executive Directors of nonprofits, other community organizations, and faith communities serving unhoused individuals across East County.
- Identify, establish, and launch the ECHLC.
- Serve as project lead for the ECHLC and as liaison to the broader community.
- Organize and facilitate Council meetings; set agendas in partnership with Crisis House.
- Maintain clear records of all proceedings and decisions.
- Engage and onboard partner organizations; coordinate outreach to new partners as the Council grows.
- Work with Crisis House to implement the Council’s shared regional strategy.
- Oversee initiatives such as service gap analyses and coordinated grant applications.
- Support the development of integrated service models among participating organizations.
- Liaise with the Data Analyst contracted by Crisis House to identify service deserts and inform Council decisions.
- Monitor progress, help partners overcome challenges, and foster accountability so each commitment translates into impact.
- Keep member organizations informed and engaged between meetings.
- Prepare regular funder updates and broader community updates.
- Coordinate with Crisis House on budget reporting and grant compliance.
- Track issues and data; produce data reports.
Qualifications:
- Language Ability
- Ability to read and interpret documents such as professional journals, government regulations, and procedure manuals.
- Ability to write reports and correspondence.
- Ability to speak effectively before groups of clients or employees.
- Math Ability
- Ability to add, subtract, multiply, and divide across all units of measure, using whole numbers, common fractions, and decimals.
- Ability to compute rates, ratios, and percentages and to draw and interpret bar graphs
- Reasoning Ability
- Ability to solve practical problems and handle a variety of concrete variables in situations with limited standardization.
- Ability to interpret a variety of instructions provided in written, oral, diagram, or schedule form.
- Knowledge, Skills, and Other Abilities
- Demonstrated experience in nonprofit coordination, coalition-building, or community organizing—ideally in housing, homelessness, or human services.
- Strong facilitation skills with executive-level stakeholders (CEOs, Executive Directors, elected officials).
- Excellent written and verbal communication, including newsletter writing and public speaking.
- Comfort with data: tracking issues, interpreting reports from a Data Analyst, and producing program data reports.
- Experience with budgets, grant compliance, and reporting to multiple funders/boards.
- Familiarity with 501(c)(3) advocacy guidelines and lobbying limits.
- Familiarity with East County San Diego’s nonprofit, faith, business, and governmental landscape preferred.
- Proficiency with CRM/contact databases, social media platforms, and other software.
Requirements:
- Education/Experience
- Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination includes:
- Bachelor’s degree in a related field; equivalent experience considered.
- Minimum 3 years’ experience working in community-building, advocacy, fundraising, or a related field.
- Computer Skills
- Microsoft Office (e.g., Outlook, Word, Excel, Teams), Zoom, Canva, Constant Contact, and WordPress, with proficiency in learning new software platforms.
- Certificates and Licenses
- Valid California driver’s license.
- Ability to work occasional evenings and weekends based on business needs.
- Ability to lift and/or move up to 25 pounds.
- Ability to sit for extended periods, use hands, reach with hands and arms, and occasionally walk, stand, climb, stoop, kneel, crouch, or crawl.
