The Energy & Water Efficiency Regulations Specialist is responsible for providing insight, technical and methodological expertise in shaping and developing energy and water related regulations in all sectors, including residential, commercial, government, industrial, and agriculture, in accordance with the Abu Dhabi Energy and Water Efficiency Centre's vision and objectives.

Furthermore, the Energy & Water Efficiency Regulations Specialist is in charge of ensuring that the proposed Regulations are in line with the DoE's broader plans for moving the sector forward in an effective and efficient manner, as well as ensuring that they are properly documented, updated, communicated, and enforced to drive improvement and changes in the sector.

Key Responsibilities:

  • In collaboration with the government, key partners, and private sector stakeholders, assist in the development of a rigorous, evidence-based based energy and water efficiency regulatory framework.
  • Support the implementation of energy and water efficiency policies, programs, and initiatives by providing the necessary technical assistance.
  • Support the provision of advice and raising awareness on water and energy efficiency regulatory issues.
  • Contribute to water policy and strategy development and reform for tariffs and subsidies, through ensuring that tariff policies and strategies set are aligned to governmental social and economic objectives.
  • To coordinate with the Regulatory Affairs Sector on the effectiveness of the adopted DoE climate change policies, challenges to their implementation, and gaps in existing policies.
  • Undertake or commission research to support the development and implementation of the energy sector policies, identifying gaps, possible alternatives and contributing to the policy development process to ensure that policies remain in line with government decisions, best practices and new trends and technologies.
  • Collaborate closely with the Legal Affairs Office to ensure that the energy sector's policies and plans comply with applicable laws and regulations.
  • Develop methodologies to measure the impact of new policies and plans on the sector from a social, economic and environmental perspective.
  • Communicate with external stakeholders and facilitate engagement by coordinating working groups and committee meetings, as well as developing and implementing regulations, codes and standards.
  • Support the process of collecting data related to current policies and other relevant data in collaboration with the Measurement, Insight, and Reporting team to improve policy planning and decision-making.

Qualifications

  • A Bachelor’s degree in a relevant discipline e.g., public policy, environmental policy, engineering, environmental sciences.

Experience

  • 5 years of experience in a relevant field.
