Position: Environmental Resources Analyst – (Safe Drinking Water Act)
This position serves as an advanced technical expert to ensure the implementation of the Environmental Protection Act’s (EPA’s) Safe Drinking Water Act (SDWA) in an assigned District Office area.
Responsibilities
- Perform EPA mandated Sanitary Surveys of public water systems (PWSs), evaluating source, treatment, distribution, storage, pumping, monitoring/reporting, operation/management, and operator compliance.
- Prepare comprehensive reports documenting observations, findings, deficiencies, and related documentation.
- Conduct formal and informal site visits and provide technical assistance to public water systems regarding treatment and distribution of public drinking water.
- Respond to emergency situations (e.g., floods, blizzards, spills, droughts) and collect critical data to protect public health.
- Provide routine and emergency technical assistance to PWS operators.
- Assist in teaching PWS operator training courses.
- Conduct complaint investigations and advise and consult with public officials, consulting engineers, utility operators, property developers, and the general public on best available public health practices pursuant to 16‑1‑9 of the West Virginia State Code.
- Serve as an expert witness at legal hearings when required.
- Perform other duties as necessary to protect public health related to public drinking water.
- Maintain on‑call availability 24/7/365 for emergency response and disaster relief.
Training and Experience
- Master’s degree from an accredited college or university in a relevant field.
- Supplementary experience may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of undergraduate training.
- Four (4) years of full‑time or equivalent part‑time paid professional experience in the specialty area.
