Required Qualifications

  • At least 5 years of demonstrated successful experience working as an emergency preparedness/management planner, or closely related role, in a city, county, or state agency.
  • At least 1‑year of demonstrated successful experience supervising staff in a city, county, or state agency.
  • Demonstrated experience in successfully creating and facilitating trainings for adult audiences of varying levels of emergency preparedness experience.
  • Demonstrated experience successfully leading multiple large projects from beginning to end.
  • Uploaded copy of FEMA transcripts or course certificates demonstrating completion of the following courses:
    • IS‑100:
      Introduction to the Incident Command System
    • IS‑200:
      Basic Incident Command System for Initial Response
    • IS‑230:
      Fundamentals of Emergency Management
    • IS‑235:
      Emergency Planning
    • ICS‑300:
      Intermediate Incident Command System for Expanding Incidents
    • IS‑700:
      Introduction to the National Incident Management System

Preferred Qualifications

  • Bachelor’s or Master’s degree in emergency management.
  • At least 5 years of demonstrated successful experience working as an emergency preparedness/management planner, or closely related role, in a Texas city, county, or state agency.
  • Demonstrated experience with the development and review of Texas independent school district, Texas open‑enrollment charter school, or Texas public junior college emergency operation plans.
  • ICS‑400:
    Advanced Incident Command System and General Staff.
  • IS‑800:
    Introduction to the National Response Framework.
  • IS‑2200:
    Basic Emergency Operations Center Functions.
  • Demonstrated experience in developing and facilitating virtual trainings.
  • Demonstrated experience in using MS Office Suite (Word, Excel, PowerPoint).

Job Description

The Texas School Safety Center (TxSSC) is a university‑level research center tasked with key school safety initiatives and mandates under Texas law and the Governor’s Homeland Security Strategic Plan. It serves as the clearinghouse for safety and security information for K‑12 schools and junior colleges across Texas.

We are seeking an Emergency Operations Plan Program Manager to oversee the review, verification, and follow‑up of multi‑hazard emergency operations plans, and to support statewide safety and security audits for all Texas independent school districts, open‑enrollment charter schools, and junior colleges.

Job Duties

  • Supervise a team of nine specialists and one senior specialist under the Associate Director of School Safety Readiness.
  • Ensure compliance with the Texas Education Code by integrating the latest best practices into K‑12 and Junior College 3‑year safety and security audit checklists and related resources.
  • Collaborate with the Exercise Program Manager and Senior Preparedness Specialist to maintain stakeholder alignment and up‑to‑date resources compliant with Texas law.
  • Develop training and resources for school districts to meet safety compliance measures.
  • Plan, design, and manage systematic processes for project workflows and continuous improvement strategies.
  • Work under strict timelines and adjust to evolving directives and district needs.

Additional Information to Applicants

  • Office‑based position at Texas State University; travel expected 20‑30 days per fiscal year and hours outside 8:00am – 5:00pm as necessary.
  • Interview will be conducted in person in San Marcos, TX. Format includes 30 minutes of direct Q&A followed by a scenario task to assess critical thinking, decision making, communication, and project management skills.
