Child Safeguarding
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.
Role Purpose
To assist smooth and effective programme implementation by assuming the financial responsibilities at the field office level and performing in a way that meets the relevant SCI Essential Standards.
Scope Of Role
Reports to: Project Coordinator/Field Office Manager
Budget Responsibilities: No financial approval
Role Dimensions: No regular contact
Travel: Occasional (up to 3 days per month)
Key Areas Of Accountability
- Make various payments as per the authorization and approval of budget holders (BHs) and delegated BHs and in accordance with Save the Children’s Scheme of Delegation and financial management policy.
- Ensure transparent method for cash transition and conducting cash counts with field staff and reconciliation on a weekly and/or random basis for all cash by developing and appropriate timetable.
- Ensure the cash in hand is always balanced by using manual cash books and to maintain about 2-week expenditure of following month at the end of the month as required by Field Office implementation forecast.
- Liaise with area finance coordinator regarding all relevant financial compliance issues.
- Ensure timely and accurate preparation of cash transfer request from Yangon Head Office based upon the appropriate cash requirement forecasting of field office.
- Ensure that all collection and payments are done against serially pre-numbered cash receipts and cash payment vouchers.
- Ensure conformity with Essential Standards and requirements set up in Agresso FMS for additional relevant guidance in float management and controls, including issuing, reconciling and recording.
- Completely fill in the relevant SCI payment/receipt vouchers for all transection ensuring accurate description, coding and enclosing relevant required supporting document
- Carry out the regular financial data entry into the cash and petty cash offline excel spreadsheets based on approved payment voucher.
- Ensure that all financial transactions are coded appropriately as required under the Agresso accounting system. Liaise and consult with BHs and Regional finance staff as needed.
- Undertake month-end procedures in compliance with financial requirements and ensure timely submission of the full financial document to area and Yangon finance team.
- Make recommendations where necessary for the improvement of existing financial systems/controls, as well as request from Yangon finance team for additional guidance, training, and advice on improvement wherever the need is seen,
- Organizing filing system in accordance with the required standards to ensure clear logical audit trail.
- Take regular backup of the Sub-office financial data to make the appropriate records.
- With the support of Yangon Finance team facilitate the process of internal and external audit providing necessary financial documents and other information.

- Conduct sharing session concerning update information for Finance matters
- Assist to PC/FOM in reviewing and analysing for budget breakdown and balance of quarterly
- Regularly communicate with Program Support Assistant concerning linkage between Supply Chain and Financial Management through consults with PC/FOM.
Others
- The candidate must have the flexibility of responsibility according to the project’s needs i.e. SCI is working in a constantly changing humanitarian and development aid environment, reasonable specific work duties may be requested that may not fit into the above responsibilities, but which will help promote overall programs goals and aims.

- QUALIFICATIONS
- At least 2 years’ NGO experience in related field especially in financial management
- Bachelor’s degree or equivalent certification/qualification in finance and accounting
- Professional working experience with international organizations preferable.
- Good working knowledge and skill on computer especially in MS software.
- Basic knowledge of English communication skills, both written and verbal.
- Sensitivity to the cultural & political environment, with the experience of working in conflict-affected areas.
- Experience of working in a team/ willing to work with team.
- Adaptable and practical, diplomatic skills and behaviors.
- Sensitivity to the cultural & political environment, and ability to learn about these.
- Due to the nature of program, local candidates who know the context of project locations are preferable.
Essential
EXPERIENCE AND SKILLS
- Well-known local context and well use local language, who can drive motorbike skillfully and who is willing to travel to remote areas.
Communication and Technical Skills
- Good English communication skills, both written and verbal, and good Computer skills, both MS words and Excel
- Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure
- Willingness to travel to field offices and work in difficult environment according to travel requirements

- Good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
