Location This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of the Roads Parks and Forestry building located at 3330 Harvester Rd., Burlington. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be on site 50% of the time each month.
Position Overview Reporting to the Supervisor, Forest Protection, this position is responsible for the administration, interpretation, education, and enforcement of public and private tree by-laws of the City of Burlington. Review, process, and prepare department responses on development and non-development related tree permit applications, Municipal Consents, Committee of Adjustment applications, Demo applications, non‑compliance By-law enforcement, review of City’s Design and Construction projects, and general complaints and inquiries.
Responsibilities
Review, process, and prepare departmental response to tree permit applications through the review of arborist reports and tree preservation and replanting plans submitted through the development and non-development application process.
Set applicable conditions for pre-construction, during construction and post-construction. Discuss development with other department, agencies such as Conservation Halton, and other government agencies as required.
Conduct inspections and ensure compliance on permits assigned. Review proposed mitigation measures and solutions to tree issues including hazardous trees, significant trees, terminally diseased trees, tree injury, and destruction.
Maintain accurate and up-to-date records on completed inspections.
Track and analyze tree permits, replacement quantities and cash in lieu values received as directed.
Promote compliance of the bylaw through urban forest education to community stakeholders.
Enforce the public and private tree by-law, codes, regulations, and legislation including responding to complaints, recommending resolutions, preparing orders to comply, notices of contravention, and follow-ups to ensure compliance. Take evidence, initiate legal action, provide court evidence, and confirm payment of fines and swearing of affidavits.

Requirements
You have a diploma in Arboriculture, Forestry, Landscape Architecture or a related field. Arborist certification from the International Society of Arboriculture (ISA) or Tree Risk Assessment Qualification (TRAQ). Municipal Law Enforcement Officer (MLEO) designation, a degree/diploma in law enforcement or public administration would be an asset. Knowledge of the Planning Act, the Municipal Act, and the Forestry Act is required. Knowledge of the Ontario Building Act and Code would be an asset.
You have 2‑4 years of experience, with strong skills in Microsoft Excel, Word and PowerPoint. Familiarity with the department’s computerized building records software system (AMANDA) is considered an asset.
