JOB SUMMARY

The General Manager will lead the development of Cambodia SuperPort™ as an integrated “port-in-a-park” ecosystem, combining logistics infrastructure, industrial real estate, and supply chain solutions. The role will focus not only on asset value creation, but also on driving tenant ecosystem synergy, throughput growth, and positioning the park as a key logistics and trade hub in the region.

ROLES AND RESPONSIBILITIES

1. Strategic Leadership & P&L Management

  • Assume full P&L ownership, driving revenue growth, profitability, and cost optimization.
  • Define and execute business strategies to maximize asset value, occupancy rates, and yield.
  • Identify new investment opportunities, revenue streams, and asset enhancement initiatives.

2. Real Estate Development & Asset Management

  • Lead end-to-end real estate development, including master planning, land use optimization, construction, and asset repositioning.
  • Oversee performance of assets such as commercial, industrial, mixed-use developments, or infrastructure-related properties.
  • Ensure effective lifecycle management from development through stabilization and operations.

3. Project Development & Execution

  • Drive planning, design, construction, and delivery of projects, ensuring timelines, budgets, and quality standards are met.
  • Manage consultants, contractors, and vendors across all phases of development.
  • Oversee tendering, procurement, contract management, and dispute resolution.

4. Commercial & Business Development

  • Develop and implement go-to-market strategies to attract tenants, investors, and strategic partners.
  • Lead lease negotiations, partnerships, and commercial agreements to enhance asset performance.
  • Build strong relationships with investors, corporate clients, and key stakeholders.
  • Develop and execute tenant mix and clustering strategies to create a synergistic logistics and industrial ecosystem.
  • Attract anchor tenants (e.g. 3PLs, e-commerce, manufacturers, cold chain operators) to drive network effects and park activity.
  • Drive both occupancy and throughput metrics (e.g. volume, utilization, trade flows), beyond traditional leasing KPIs.

5. Stakeholder & Government Engagement

  • Act as the key representative with government authorities, regulatory bodies, and industry partners.
  • Ensure compliance with local regulations, approvals, and licensing requirements.
  • Navigate land acquisition, zoning, and permitting processes effectively.
  • Build strategic partnerships with government bodies to position the SuperPort as a national or regional logistics hub / economic zone.
  • Engage in policy advocacy and incentive structuring to attract foreign investment and key tenants.

6. Operations & Governance

  • Establish and implement operational frameworks, policies, and governance standards.
  • Monitor asset performance, operational efficiency, and risk management practices.
  • Ensure compliance with corporate policies, legal frameworks, and ESG standards.

7. Leadership & Organizational Development

  • Build and lead a high-performing team across development, commercial, and operations functions.
  • Drive talent development, succession planning, and leadership capability building.
  • Foster a culture of accountability, innovation, and performance excellence.

8. Strategic Planning & Advisory

  • Provide market intelligence, feasibility analysis, and investment recommendations.
  • Advise senior leadership on growth strategies, asset portfolio optimization, and expansion plans.
  • Lead strategic initiatives, partnerships, and special projects as required.

REQUIREMENTS

  • Bachelor’s or Master’s degree in Real Estate, Business Administration, Urban Planning, Architecture, Engineering, or related disciplines.
  • Minimum 15–20 years of leadership experience in real estate development, property management, infrastructure, or related sectors.
  • Proven track record with full P&L responsibility and delivery of large-scale development projects.
  • Experience in industrial parks, logistics hubs, free trade zones, or port-related developments strongly preferred
  • Prior exposure to logistics, supply chain, or infrastructure-linked real estate is highly advantageous
  • Experience operating in emerging markets / frontier markets (e.g. Cambodia, Vietnam, Indonesia) preferred
  • Experience in greenfield projects, mixed-use developments, or large township/master planning is highly preferred.
  • Strong understanding of regulatory frameworks, land acquisition, zoning, and permitting processes.
  • Excellent stakeholder management skills, with the ability to engage government authorities, investors, and senior executives.
  • Strong commercial acumen, negotiation skills, and strategic thinking capability.
  • Experience in ESG, sustainability, or green building initiatives is an advantage.
