Large-Scale Real Estate Development Portfolio
Role Purpose
The General Manager – PMO is responsible for leading the Project Management Office across a portfolio of giga-scale real estate developments, ensuring effective governance, project controls, performance management, and delivery assurance throughout the project lifecycle. The role provides strategic oversight of multiple master-planned communities, mixed-use developments, residential, commercial, hospitality, and infrastructure projects, ensuring alignment with business objectives, investment strategies, and delivery commitments.
Key Responsibilities
Portfolio Governance & Leadership
* Lead the PMO function across multiple giga-scale real estate development projects.
* Establish and maintain project governance frameworks, delivery standards, policies, and procedures.
* Provide executive oversight of project performance, delivery risks, and strategic priorities.
* Support executive leadership in portfolio planning, prioritization, and investment decisions.
Project Controls & Performance Management
* Oversee portfolio-wide schedule, cost, risk, change, and reporting functions.
* Monitor project performance against approved baselines, budgets, and milestones.
* Ensure robust forecasting, performance analysis, and executive reporting.
* Drive early identification and resolution of critical delivery challenges.
Development Delivery Assurance
* Ensure effective governance throughout planning, design, procurement, construction, and handover phases.
* Lead stage-gate reviews and project assurance processes.
* Oversee project readiness assessments and delivery performance reviews.
* Ensure consistency in project execution across all developments.
PMO Excellence & Systems
* Lead Project Excellence, PMIS, Technical Review, and Performance Reporting functions.
* Drive implementation of industry-leading project management practices.
* Promote digital transformation and data-driven decision-making.
* Establish portfolio dashboards and executive reporting frameworks.
Stakeholder & Executive Management
* Act as the primary PMO advisor to executive leadership.
* Coordinate with development, design, construction, commercial, finance, and asset management teams.
* Lead governance committees and portfolio review meetings.
* Manage relationships with consultants, developers, contractors, and strategic partners.
Organizational Leadership
* Build and lead a high-performing PMO organization.
* Develop talent, succession plans, and organizational capabilities.
* Foster a culture of accountability, collaboration, and continuous improvement.

Qualifications
* Bachelor’s Degree in Engineering, Construction Management, Architecture, Real Estate Development, Project Management, or related field.
* MBA or Master’s Degree preferred.
* PMP, PgMP, PMI-PMO-CP, PRINCE2, or equivalent certifications preferred.
Experience
Experience in project delivery, development management, or project controls.
Experience in senior leadership roles.
* Proven experience overseeing giga-scale real estate developments and multi-billion-dollar project portfolios.
* Experience with master-planned communities, mixed-use developments, residential, commercial, hospitality, and infrastructure projects.
* Strong background in portfolio management, governance, project controls, and executive reporting.
