General Manager – Immigration & Government Services

We are seeking an exceptional General Manager / Senior Immigration Specialist to lead immigration strategy and government services in Saudi Arabia. This is a high-impact, senior role suited to a well-connected expert who combines deep regulatory knowledge with commercial insight and strong stakeholder influence.

You will act as a trusted advisor to senior leadership, shaping workforce mobility strategy while ensuring full compliance with evolving Saudi regulations.

The Role

As a key leader within the business, you will drive the organization’s immigration and mobility strategy across Saudi Arabia. You will leverage your expertise, credibility, and government relationships to ensure seamless operations, regulatory compliance, and strategic workforce planning.

Key Responsibilities

Strategic Immigration Advisory

  • Provide expert, commercially focused advice on Saudi immigration and workforce mobility.
  • Partner with senior leadership on workforce planning, expatriate strategy, and Saudization initiatives.
  • Lead strategic response to regulatory and legislative changes.

End-to-End Immigration Management

  • Oversee compliance across key government platforms and authorities (Qiwa, MHRSD, MOFA, Najis, Nitiqat).
  • Manage complex, senior-level, or sensitive visa applications.
  • Collaborate closely with HR and GRO teams to ensure effective execution of immigration strategy.

Government Relations & Influence

  • Build and maintain strong relationships with key Saudi government entities, including Ministry of Human Resources & Social Development (MHRSD), Qiwa, Ministry of Foreign Affairs.
  • Represent the organization in official discussions and engagements.

Compliance, Risk & Policy

  • Monitor and interpret changes in KSA regulations and labor policies.
  • Translate regulatory developments into clear, actionable business guidance.
  • Ensure robust compliance frameworks, governance, and audit readiness.
  • Provide regular reporting on regulatory updates, risks, and strategic planning.

Process Excellence & Capability Building

  • Introduce and implement best practices from professional services environments.
  • Drive process optimization, governance improvements, and reporting standards.
  • Support internal capability development and knowledge transfer.

About You

  • 8+ years' experience in Saudi immigration, labor law, and workforce mobility ideally from one of the Big 4 audit firms.
  • Strong, established network across KSA government authorities.
  • Proven ability to influence senior stakeholders and operate at executive level.
  • Deep understanding of platforms such as Qiwa, MHRSD, MOFA, and Nitiqat.
  • Commercially driven with a strategic mindset.
  • Experience in professional services or complex, multinational environments is highly advantageous.
