Qualifications & Experience

  • Graduate Degree in Law, Public Policy, Business Administration, or any other related discipline or commensurate work experience or demonstrated competence.
  • 10–12+ years’ experience in government affairs, public policy, regulatory affairs, public-sector procurement, or related fields.
  • Demonstrated expertise in Indonesia’s political, regulatory, and public procurement systems.
  • Track record of senior-level engagement with government officials and public-sector stakeholders in Indonesia.
  • Strong political acumen, judgment, and ability to operate in a complex, matrixed multinational organization.
  • Excellent written and verbal communication skills in Bahasa Indonesia and English.

Key Responsibilities

Policy & Regulatory Strategy (Indonesia)

  • Develop and execute GA&PP strategies specific to Indonesia, aligned with global and Greater Asia priorities.
  • Monitor, analyse, and influence legislative, regulatory, and policy developments across relevant ministries, agencies, and sub-national authorities.
  • Anticipate policy, regulatory, trade, and geopolitical risks in Indonesia and advise senior leadership on business implications.

Government & Stakeholder Engagement

  • Build and maintain trusted relationships with Indonesian ministries and agencies (e.g., Ministry of Industry, Ministry of Communication and Digital Affairs, Ministry of Trade, Ministry of Finance, BKPM/Ministry of Investment, LKPP, BSSN, and other relevant authorities), regulators, and local government stakeholders.
  • Represent the company in policy consultations, public hearings, industry councils, and advisory committees.
  • Engage with industry associations, chambers of commerce, and policy networks to advance shared policy positions and strengthen market access outcomes.

Public-Sector Market Access & Procurement Engagement

  • Support public-sector market access by aligning policy advocacy with public procurement priorities and frameworks in Indonesia.
  • Engage with procurement authorities and policy owners to improve understanding of government buying processes, e-procurement systems, digital government initiatives, and technology adoption priorities.
  • Partner with sales, legal, and compliance teams to ensure government engagement strategies support public-sector opportunities while maintaining strict compliance.

Internal Advisory & Coordination

  • Act as a trusted advisor to Indonesia leadership and regional/global stakeholders on public policy and government engagement matters.
  • Translate complex policy and procurement developments into clear, actionable business impact assessments.
  • Ensure alignment between Indonesia-specific positions and global corporate policy stances.

Advocacy & Positioning & Risk Management

  • Develop policy positions, briefing materials, and government submissions tailored to the Indonesian context.
  • Support executive-level engagement with senior government officials.
  • Position the company as a credible, long-term partner to the Government of Indonesia.
  • Support crisis response related to government, regulatory, trade, or public-sector issues in Indonesia.

Additional Requirement: Public-Sector Procurement Experience & Networks (Indonesia)

  • Candidates must demonstrate strong experience and credibility in Indonesia’s public-sector procurement ecosystem, including:
  • Proven experience engaging with Indonesian public-sector procurement bodies and policy owners at national and/or sub-national levels, including but not limited to digital government, education, healthcare, or strategic industries.
  • Deep understanding of Indonesia’s government procurement frameworks, rules, and processes, including large-scale ICT, digital, and services procurement.
  • Established professional networks and relationships within relevant ministries, agencies, procurement bodies, and affiliated public institutions.
  • Experience shaping or influencing procurement-related policy discussions (e.g., digital government, AI, cloud, data, cybersecurity, local content/TKDN, or sustainability criteria).
  • Ability to navigate Indonesia’s policy and business environment and align long-term relationship building with commercial and policy objectives.

The Indonesia GA&PP Lead role leads engagement with the Government of Indonesia, regulators, and public-sector stakeholders to advance the company’s public policy and market access objectives. The role shapes and executes advocacy strategies aligned with corporate priorities, with a strong focus on Indonesia’s regulatory environment, public-sector procurement frameworks, digital and industrial policy, and national economic priorities.
