Job Summary:
You will play a pivotal leadership role in strengthening our presence in the Philippine government healthcare ecosystem, ensuring access to critical medicines through successful public tenders, strategic partnerships, and compliant procurement execution.
You will be the driving force behind government institutional success, orchestrating end-to-end bidding strategies and fostering long-term collaborative relationships across LGUs, DOH, PhilHealth, public hospitals, and other state-affiliated healthcare institutions.
Job Responsibilities:
Be a Strategic Leader Driving Government Healthcare Access
- Lead government tender strategies across DOH, public hospitals, LGUs, PhilHealth, AFP/PNP hospitals, PCMC, NKTI, PGH, and other government procurement entities.
- Oversee and execute full tender participation from market scanning to bid preparation to post-award fulfillment.
- Ensure compliance with RA 9184 (Government Procurement Reform Act) and relevant DOH/FDA regulations.
- Navigate complex procurement frameworks, pricing approvals, and eligibility documentation.
- Define business strategy for government institutional channels, aligned with corporate and commercial goals.
Lead and Win Bids with Strategic Precision
- Identify and monitor upcoming tenders through PhilGEPS, LGU announcements, hospital procurement committees, and agency intelligence networks.
- Build price-point competitiveness while maintaining ethical and compliant practice.
- Manage tender qualification documents, declarations, certifications, technical specs, legal requirements, and pricing submissions.
- Lead internal review and approval processes for bid positions and profit modeling.
- Drive cross-functional decision-making on bid-no-bid evaluation frameworks.
Build Strong Partnerships across Government Stakeholders
- Cultivate trusted and collaborative relationships at senior levels of government health administration.
- Develop and maintain deep engagement with LGUs, Department of Health (DOH), Government Hospitals and Medical Centers, PhilHealth and Central and Regional procurement offices.
- Represent Getz Pharma with professionalism, integrity, and solution-oriented partnership.
- Strengthen Getz Pharma’s reputation as a reliable and ethically grounded supplier of quality medicines.
Ensure Operational Excellence and Compliance
- Partner with Supply Chain, Regulatory, QA, Finance, and Legal to ensure accurate delivery, documentation, and post-award servicing.
- Maintain governance of price commitments, legal adherence, and tender performance reporting.
- Monitor contract obligations, delivery timelines, and consumption cycles.
- Promote fiscal discipline and transparent bid rationale tied to value and volume.
Drive Business Growth through Insight and Innovation
- Use Market Intelligence to anticipate categories of demand and procurement shifts.
- Forecast institutional requirements and build government-segment growth roadmaps.
- Provide leadership insights on competitive benchmarking, pricing disruptions, and policy transitions.
- Develop strategic recommendations to enhance positioning in future tenders.
Key Requirements:
- Bachelor’s Degree in Business, Public Administration, Pharmaceutical Sciences, Economics, Legal Studies, or related field.
- Minimum 7–10 years of experience in government procurement, institutional sales, or pharmaceutical/government tender management.
- Proven track record of winning bids, managing tenders, and navigating public procurement environments.
- Strong knowledge of RA 9184, procurement ethics, and government contracting.
- Established relationships across key government stakeholders (LGUs, public hospitals, DOH procurement, PhilHealth, etc.).
- Exceptional leadership, negotiation, strategic thinking, and cross-functional collaboration skills.
- High personal integrity and commitment to ethical and compliant operations.
