Job Purpose

The role holder is responsible for managing the application of Human Resources & Administration policy, procedures and provide necessary support to the overall business plan and strategic direction of the branch. The role holder also responsible to ensure all HR operations are carried on effectively while providing sound advice to senior management on all HR related matters.

Strategic Responsibilities

  • Align the oversea branch HR strategy plans in support of Group HR strategy and bank wide strategy to achieve the annual set KPIs.
  • Research and maintain a global understanding of relevant best practices in Human Resource Management and accordingly recommend improvements enabling the attainment of organizational objectives.
  • Maintain an up-to-date reporting dashboard in all relevant HR aspects to be shared on regular bases with Group HR.
  • Responsible for the adherence to SAMA rule book and requirements when hiring, transferring, or off boarding an approved position. Moreover, handle all reporting requirements with SAMA and ensure addressing all observation on a timely manner.
  • Recommends HR initiatives and programs to improve employee’s morale, well-being, strengthen relations between staff and management to attract the best recruit, retain existing employees and promote organization’s values.
  • Management of HR budget efficiently to meet the business requirements.
  • Manage the organization business continuity through succession planning, successor’s development, and talent acquisition.
  • Provide consultation to management on sensitive employment issues, assist with disciplinary action and terminations and engage legal counsel as needed.

Compensation & Benefits

  • Prepare and propose the annual staff cost budget of the branch and secures subsequent approval, tracks expenditure, and ensures adherence to the approved budget.
  • Oversee and propose changes when required in Compensation and Benefits including the compensation design in line with best practices and organizational strategy.

HR Operations

  • Oversees the HR Operational activities and ensure quality of data, accuracy, and timeliness of execution. This includes but is not limited to Payroll, Final Settlements, End of Service Accruals, Medical Insurance Scheme, staff loans, end of year reports, Expatriates work permits, family visas and contract renewals, and Social Insurance formalities.
  • Manage the establishment of HR systems; ensure they comply with the statutory laws while delivering a quality, cost-effective service to the organization.
  • Manage the establishment and regularly review the HR internal controls, policies and procedures to ensure compliance and adherence to audit and regulatory requirements and mitigate the risk of errors.

Policy, Processes & Procedures

  • Develop, Review, Propose and benchmark amendments of HR policies, processes and procedures in a timely manner in accordance to external stakeholders’ requirements including but not limited to the regulator and applicable labor law.

Performance & Rewards

  • Ensure HR key performance indicators are met in support to the Organization’s key performance indicators framework.
  • Manage effective communication and implementation of the performance management system at the branch to ensure meeting the performance Cycle requirements.
  • Ensure aligning all individual KPIs with the branch KPIs to support the achievement of HR strategy.
  • Demonstrate a comprehensive understanding of the reward management and ensure standard application of its elements across the branch to effectively recommend proposals.

Learning & Development

  • Manage the identification of all learning & development requirement for the branch employees in coordination with HR Head Office to forecast and allocate the required budget to ensure bridging gaps, meeting regulatory requirements, and enhancing employees’ awareness.
  • Support in the establishment of training plans to develop talent, enhance succession readiness and ensure career progression to promote long-term career with the Bank.

Organization Effectiveness & Resourcing

  • Manage the development of an optimum organization structure for the branch, in consultation with the concerned counter parties, to reflect the required matrix reporting where applicable in order to ensure unity of command and facilitate the efficient operations across all units within the branch and business units.
  • Ensure all jobs are described, reviewed, and evaluated when required across the branch to maintain accurate definition of responsibilities and accountably level for each employee and ensure effective placement of the role holders on the grading scale.
  • Ensure HR key performance indicators are met and support the Organization’s key performance indicators framework.
  • Manage the Internal communication with the branch employees with the aim of creating better working environment and engaged culture.
  • Support in the development and management of manpower strategies in line with the bank business strategies and best practices to ensure achievement of the bank’s objective.
  • Manage the estimated workforce requirements annually and propose manpower budget in coordination with the functional heads in a timely manner and in line with the regulator requirements.

Employment Contract Management

  • Overseeing Bank outsourcing contracts relating to third party and align it with legal department & business owners.

Administration

In coordination with Group Procurement, Property, and Administration:

  • Planning and coordinating all Property Facility Management reactive and proactive maintenance work, oversee building project renovations through the appointed service provides.
  • Review and maintain the service contracts between bank and the third parties to obtain best quality services with the minimum expense.
  • Liaise with Group Procurement unit in negotiating with contractors, consultants, and major suppliers to get the best value for money and achievement of optimum benefits to the organization.
  • Ensures maintenance of information/records of all contracts handled by the department.
  • Process payments to vendors on timely and accurate manner.

Cyber Security Responsibilities

  • Ensure that appropriate Cyber Security controls are available to secure the system from unauthorized access.
  • The selection of appropriate Cyber Security controls should be evaluated and decided in conjunction with the CISO.
  • Identifying data to be backed up and the IT Head should approve it.
  • Ensure that adequate and approved processes are in place for the data backup.
  • Provide at least one personnel who will co-ordinate with the Cyber Security team for creating/maintaining the system processes within their department and also take part in the incident response process.
  • The Head of HR should be the owner of the processes developed for the systems within their department.

People Management Responsibilities

  • Defines goals and key performance indicators for each member of the team and ensure effective implementation of the NBB performance management process.
  • Develops talent within the team by providing guidance and coaching to achieve the defined goals.
  • Oversee the overall compliance of their assets and teams.

Qualifications & Experience

  • Bachelor’s degree in Human Resources, Finance, or a related discipline is required.
  • Master's degree in Human Resources, Finance, Business Administration, Economics, or a related discipline is preferred.
  • Relevant professional qualification such as CIPD is preferred.
  • Minimum 5-6 years of practical experience in a bank with 3 years in the same or similar function.
