We are currently looking for a Head of Industry Talent Attraction to support a key initiative within the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) on a 12-month freelance contract.
DCT Abu Dhabi is the government entity responsible for driving the sustainable growth of Abu Dhabi’s culture, tourism and creative industries, playing a central role in positioning the emirate as a global hub.
This role owns international talent attraction for a high-impact sector activation program. The successful candidate will design and launch a compelling talent-sourcing proposition combining incentives, operational support, and relocation services, while defining priority audiences, driving global promotion, and delivering measurable talent-attraction outcomes.
Key Responsibilities
Talent-Sourcing Product Design
- Design the end-to-end talent-attraction product, including visa pathways, financial and non-financial incentives, operational support, setup and licensing assistance, administrative facilitation, and relocation services.
- Define relocation support covering housing, family services, onboarding, and integration into the local ecosystem.
- Benchmark competing global talent destinations and their offers and develop a proposition that can compete effectively across the dimensions that matter to each target segment.
- Define the applicant journey from first engagement through arrival and integration, including eligibility, application, approval, landing, and follow-up.
- Establish clear service standards for every stage of the applicant journey.
Target Audience Definition
- Define and size the priority target segments.
- Prioritize source geographies and attraction channels based on talent-pool size, mobility propensity, and alignment with sector demand.
- Tailor the product proposition for each target segment, recognizing that different audiences have distinct professional, financial, lifestyle, and family considerations.
Program Operations and Delivery
- Establish the operational structure required to deliver the program, including application processing, case management, and the appointment and management of relocation and support-service partners.
- Coordinate with relevant government entities on visa instruments, incentive approvals, and regulatory facilitation.
- Develop clear hand-off routes to connect attracted talent with sector job platforms, self-employment opportunities, and access to funding.
- Monitor the applicant and relocation experience and resolve operational issues throughout the journey.
Marketing and Promotion
- Work closely with the marketing function to design and execute the program’s global promotion strategy.
- Identify the appropriate positioning, channels, campaigns, partnerships, and presence at international industry events.
- Jointly own the program’s conversion funnel with marketing, from campaign reach and engagement through applications, approvals, and arrivals.
- Provide audience and funnel insights to improve campaign targeting, messaging, and channel performance.
Performance and Reporting
- Define and own the talent-attraction KPI framework, with the volume of talent attracted as the headline metric.
- Track applications, approvals, arrivals, placement into sector roles, and talent retention.
- Monitor product and funnel performance by target segment and source geography.
- Adjust the proposition, targeting, channels, and applicant journey based on performance data and market feedback.
- Manage the talent-sourcing budget.
Candidate Requirements
Must Have
- Strong product-building capabilities, including proposition design, customer-journey development, partner-led service delivery, and product iteration based on conversion data.
- Fluency in English.
Strongly Preferred
- Demonstrated experience designing and launching a talent-attraction, global-mobility, or relocation program or product end-to-end, with measurable volume outcomes.
- Working knowledge of visa and incentive instruments commonly used in international talent-attraction programs, including digital-nomad visas, long-term residency schemes, and relocation packages.
- Experience working with government entities, regulators, and cross-functional delivery partners.
- Arabic-language ability is an asset.
