About the Role
The Outsourcing Governance Office serves as the central custodian of outsourcing governance, ensuring all outsourcing, insourcing, IT, cloud, offshore, and third-party arrangements are compliant with SBP regulatory requirements and the Bank’s Outsourcing Policy and SOP.
This role enforces a consistent, risk-based governance framework across the Bank through close liaison with Business Groups (as primary owners) and Control Functions, ensuring proper classification, approvals (including CPC), documentation, and lifecycle compliance. For IT outsourcing, the role coordinates with the IT Governance Office for oversight while maintaining centralized ownership of outsourcing data, documentation, and enterprise-wide reporting. This is a central governance and compliance leadership role, ensuring regulatory alignment, control discipline, and audit readiness without assuming execution ownership.
Job Responsibilities
- Act as central custodian of outsourcing governance, documentation standards, and centralized outsourcing register (IT & non-IT)
- Liaise with Business Groups to ensure correct classification, materiality assessment, and risk-based controls
- Enforce end-to-end governance compliance, including mandatory approvals prior to initiation, renewal, or continuation
- Maintain centralized outsourcing repository ensuring completeness, accuracy, and audit readiness
- Coordinate with IT Governance Office for IT/cloud outsourcing while retaining centralized data and reporting ownership
- Align with Risk, Compliance, Legal, BCP, and HR to ensure regulatory and control compliance
- Monitor, track, and escalate policy deviations and governance breaches to senior forums (including EXCO)
- Support audits and inspections through complete and accurate documentation and reporting
- Develop and present outsourcing MIS and compliance reports for management and committees
- Ensure incorporation of BCP, exit strategy, due diligence, and monitoring frameworks in all arrangements
- Drive consistency and governance discipline across business and support units
Qualification
- ACCA / Part Qualified CA
Experience:
- Relevant banking experience preferred with exposure to Audit, Compliance, or Risk functions
- Experience in: Policy / SOP development
- Regulatory compliance frameworks
- Cross-functional stakeholder liaison
- Understanding of SBP outsourcing framework and control environment preferred
