Morgan McKinley is delighted to be partnering exclusively with a leading Government-backed Semi-State organisation to appoint an experienced HR Business Partner to join its growing People & Culture team.
This organisation plays a key role in delivering large-scale national development and infrastructure projects and is continuing to expand its workforce and organisational capability. Reporting to the HR Business Partnering Lead, the HR Business Partner will play a key role in supporting the delivery of the People & Culture strategy by partnering closely with designated business units. The role will focus on providing proactive, practical HR support across the employee lifecycle, with a strong emphasis on policy development, governance, workforce planning, and organisational effectiveness.
This is a highly collaborative role requiring strong stakeholder management skills and the ability to influence and support decision-making at all levels of the organisation.
This role is based in Dublin City Centre and offer hybrid working.
Key Responsibilities
- Act as a strategic HR partner to assigned business units, aligning people strategy with organisational priorities.
- Support workforce planning activities, including forecasting, capability mapping, and organisational structuring in line with business needs.
- Lead and contribute to the review, development, and implementation of HR policies and procedures, ensuring alignment with Irish employment legislation and organisational requirements.
- Ensure strong GDPR compliance across HR processes, data handling, reporting, and employee records management.
- Partner with managers and leaders to provide guidance on HR frameworks, policy interpretation, and best practice people management.
- Support the design and delivery of HR programmes across performance management, probation processes, talent acquisition, reward, and employee engagement.
- Manage and support recruitment campaigns in partnership with external providers to attract and secure high-quality talent.
- Oversee onboarding and employee lifecycle processes to ensure a consistent and positive employee experience.
- Support HR governance activities, including audit preparation (internal, external, and GDPR-related), reporting, and risk identification.
- Contribute to HR and People & Culture projects focused on continuous improvement, organisational effectiveness, and capability development.
- Work collaboratively with the wider HR team to ensure consistent service delivery and knowledge sharing across the function.
Candidate Profile
- Minimum 5 years’ experience in an HR Business Partner or senior HR Generalist role.
- Strong experience in HR policy development, implementation, and review.
- Proven exposure to workforce planning and organisational design discussions.
- Good working knowledge of GDPR and HR data governance requirements.
- Experience managing recruitment processes and working with external recruitment partners.
- Strong stakeholder management skills with the ability to influence across all levels of the organisation.
- Excellent organisational skills with the ability to manage multiple priorities in a fast-paced environment.
- Experience using HRIS systems; BambooHR experience advantageous.
- A proactive, solutions-focused approach with strong attention to detail.
Desirable:
- Experience working within a public sector or semi-state organisation.
- Exposure to audit processes (HR, GDPR, compliance or similar governance frameworks).
