About the Role.
Job Title: HSE Manager
Job Location: Kuwait
Job Responsibilities.
- Manage the overall Health, Safety, and Environment (HSE) program for the project, including the HSE management system and Permit to Work (PTW) process.
- Develop, implement, and maintain HSE policies, procedures, and plans in compliance with applicable HSE management systems and ISO 45001/ISO 14001 standards.
- Administer the electronic Permit to Work (PTW) system, ensuring risk assessments, hazard identification, and mitigation measures are completed before permit approval.
- Coordinate HSE audits, management reviews, and corrective action implementation.
- Ensure compliance with Life-Saving Rules and HSE requirements for all high-risk activities.
- Conduct site inspections, hazard identification, behavior-based safety observations, and risk assessments for high-risk operations.
- Lead accident, incident, and near-miss investigations, and implement corrective and preventive actions.
- Monitor, analyze, and report HSE Key Performance Indicators (KPIs) through regular performance dashboards.
- Deliver HSE inductions, toolbox talks, and specialized safety training while maintaining training records.
- Monitor environmental compliance, including waste management, emissions control, and pollution prevention.
- Manage heat stress prevention programs, including environmental monitoring, work/rest scheduling, and employee awareness training.
- Lead emergency response activities, including emergency drills, incident coordination, and personnel training on emergency procedures and breathing apparatus use.
Qualifications Requirements.
- Bachelor's degree in Engineering or a Master's degree (M.Sc.) from a reputable university.
- Hold at least one internationally recognized professional HSE qualification (e.g., NEBOSH, iDipNEBOSH, CSP, ASP, Grad IOSH/CMIOSH, CIH, CRSP, GSP, QEP, ADIS, or equivalent).
- Hold at least one recognized HSE certification in areas such as industrial safety, construction safety, environmental management, industrial hygiene, ISO 14001/ISO 45001 Lead Auditor, NEBOSH, ASSP Global Safety Management, or equivalent.
- Minimum 15 years of HSE experience, including at least 5 years in the oil & gas, petrochemical, or related industrial sector.
