Job Summary

We are seeking a qualified and experienced HSE Officer to join our ongoing project at Al Ahlam District, Sultan Haitham City. The HSE Officer will ensure full compliance with health, safety, and environmental standards, support safe project execution, maintain regulatory compliance, and proactively mitigate risks. This role is critical to maintaining the highest safety standards under operational pressures.

Key Responsibilities

  • Implement and monitor HSE policies and procedures on-site.
  • Conduct regular site inspections and safety observations.
  • Identify hazards and ensure proper risk assessments are in place.
  • Prepare and maintain daily, weekly, and monthly HSE reports.
  • Lead internal HSE audits and support external audits.
  • Deliver safety inductions, toolbox talks, and training sessions.
  • Investigate incidents, near misses, and accidents with proper reporting.
  • Issue, monitor, and close Non-Conformance Reports (NCRs).
  • Ensure compliance with applicable HSE regulations and project requirements.
  • Maintain proper HSE documentation and records.
  • Coordinate with the project team to continuously improve safety performance.

Qualifications (Mandatory)

  • Education: Bachelor’s Degree or Diploma in Engineering or a relevant field.
  • Experience: Minimum of 5 years’ proven experience in HSE, preferably in construction projects.
  • Knowledge: Strong knowledge of HSE standards, procedures, and best practices.
  • Demonstrated Experience: Reporting, documentation, audits, inspections, and NCR/SOR closure & management.
  • Proven Capability: Delivering training and safety awareness programs.
  • Skills: Strong communication and reporting skills; ability to manage site safety effectively under operational pressures.

Certifications (Required & Preferred)

  • NEBOSH IGC (mandatory)
  • IOSH Managing Safely (preferred)
  • OSHA Certification (preferred)
  • First Aid and Fire Safety Training
  • Any additional HSE certifications will be considered an advantage

KPIs

  • Zero lost-time injuries (LTI)
  • Timely closure of NCRs and audit findings (100%)
  • Completion of monthly safety training and toolboxes (100% attendance)
  • Incident reporting within 24 hours
  • Site inspection frequency (daily/weekly targets met)

Reporting Line: Reports to Project Manager

Working Conditions: Full-time site-based. PPE provided. May require occasional overtime during critical activities
