Context

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Lebanon supports the Resident/Humanitarian Coordinator in ensuring a coherent, effective, and well‑coordinated humanitarian response aligned with national response frameworks. OCHA focuses on strengthening coordination, improving situational awareness, mobilizing funding, and advocating for protection and access. Lebanon’s humanitarian context remains highly volatile, driven by ongoing hostilities, displacement, and damage to critical infrastructure, particularly in South Lebanon, Nabatieh, and the Bekaa. Despite a cessation of hostilities agreement in April 2026, insecurity, access constraints, and funding gaps continue to affect humanitarian delivery. Within this context, the Access and Civil‑Military Coordination (CMCoord) Unit plays a critical role in facilitating safe humanitarian operations through coordination with national and international actors. The UN Volunteer will support these efforts, particularly through the Humanitarian Notification System (HNS), to enhance access, coordination, and information management.

Description of Duties

  • Support the Humanitarian Notification System (HNS), including processing and tracking humanitarian movements.
  • Maintain and update databases of stakeholders, access constraints, and operational trends.
  • Assist in analyzing humanitarian access challenges and supporting planning of missions.
  • Contribute to the preparation of reports, presentations, snapshots, and access/CMCoord information products.
  • Support organization of workshops, trainings, and coordination events.
  • Maintain updated contact lists, maps, and documentation to strengthen information sharing.
  • Assist with drafting meeting minutes and follow‑up on action points.
  • Perform other related duties as required by the unit.

Profile Requirements

  • Bachelor’s degree in social sciences, international relations, humanitarian or development studies, public policy, economics, or related fields.
  • Minimum 3 years of experience in humanitarian affairs, emergency response, or related areas.
  • At least 2 years of experience coordinating with humanitarian or development partners.
  • Experience with UN agencies, NGOs, or international organizations is required.
  • Strong analytical, organizational, and reporting skills; attention to detail and confidentiality.
  • Proficiency in Microsoft Office and ability to work with data and information systems.
  • Ability to work effectively in complex, high‑pressure environments.
  • Fluency in English and Arabic required; working knowledge of French is an asset.
