Job Title: Institutional Strengthening & Delivery Specialist

Location: Abuja

Summary

The Institutional Strengthening & Delivery Specialist will support government institutions to improve operational efficiency, implementation effectiveness, and institutional performance. The role focuses on translating high-level policy priorities into measurable outcomes through structured delivery systems, organisational strengthening, and performance management frameworks.

Key Responsibilities

Institutional Strengthening & Organisational Development

  • Conduct organisational design reviews and institutional capacity assessments
  • Develop and implement institutional strengthening frameworks and operational improvement plans
  • Support the establishment and management of Delivery Units across relevant institutions
  • Design governance structures, operational workflows, and accountability mechanisms

Performance Management & Delivery Systems

  • Develop KPI libraries, RACI matrices, implementation trackers, and performance dashboards
  • Monitor programme implementation progress and support corrective action planning
  • Establish reporting frameworks and delivery review processes for senior leadership
  • Support the development of results-based management systems and operational performance tools

Change Management & Capacity Building

  • Facilitate change management initiatives to support reform implementation
  • Design and deliver capacity-building workshops and institutional training programmes
  • Support leadership teams in driving organisational transformation and reform adoption

Stakeholder Coordination & Reporting

  • Collaborate with government institutions, technical teams, and development partners
  • Prepare implementation reports, operational updates, and management briefings
  • Support cross-functional coordination to improve programme delivery and execution

Educational Qualifications

  • MBA or Master s degree in Management, Public Administration, Industrial-Organisational Psychology, or a related discipline

Knowledge, Skills & Experience

  • Minimum of 10 years experience in organisational development, institutional reform, programme delivery, or public sector transformation
  • Strong knowledge of organisational effectiveness and performance management frameworks
  • Demonstrated project management expertise, including PMP, PRINCE2, or equivalent methodologies
  • Experience designing delivery systems, dashboards, and operational performance tools
  • Strong facilitation, stakeholder engagement, and communication skills
  • Experience working with government institutions, development partners, or international organisations
