Duties

  • This position does not meet minimum coverage for application of the GSSG as supervisory duties do not constitute a major duty occupying at least 25% of the incumbent's time. This position provides technical and/or administrative direction to one or more subordinates, but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees.
  • Plans, organizes, and directs the activities of integrated prevention, ensuring that installation prevention efforts comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and integrated prevention objectives.
  • Represents integrated prevention with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with installation and local community partners.
  • Manages all aspects of a complex integrated prevention program for the installation. Serves as installation strategic advisor on holistic and integrated prevention; develops strategic plans for integrating prevention programs and initiatives to reduce risk, promote protective factors and enhance resiliency (i.e. Comprehensive Airman Fitness).
  • Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participation in formal training programs.
  • Serves as focal point for resource allocation and control; maintains effective liaison with DAF program monitors and installation or organization Resource Manager to ensure accurate and efficient budget execution.

  • A Master’s degree or higher in a behavioral, social science, or related discipline appropriate to this position is preferred
  • Knowledge and experience within primary prevention is highly desired
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware
  • Incumbent must meet screening/suitability criteria listed in DAF and DOD guidance

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

Basic Requirement Or Individual Occupational Requirement

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in leading the development, implementation and evaluation of prevention and resilience efforts, ability to apply laws, regulations, and policies relating to public health practices, developing strategic plans for integrating preventive programs and initiatives, and the ability to identify individual and community risk to enact preventive measures in relation to public health.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to prevention and resilience.
  • Thorough knowledge of a wide range of delivery systems relating to prevention and resilience and the multiple uses of such systems.
  • In-depth knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face; or equivalent knowledge.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to analyze, plan, organize, and direct work operations to meet program requirements and objectives with available resources; mentor, motivate, and appraise the staff of an organization.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to identify individual and community risk and protective factors in order to determine prevention and resilience activities to meet the needs of the base populace.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
