Job summary:

To lead the functional configuration, implementation, support, and continuous improvement of TAQA Distribution's Geographic Information System (GIS) system, ensuring the solution is optimally configured to support TAQA's geospatial and utility network management business processes and delivers reliable, high-quality functional capabilities to business users. The Lead, GIS Functional acts as the senior functional authority for the Geographic Information System (GIS) platform, working under the direction of the Manager, Platforms (EAM & Core Utilities) to manage functional design, system configuration, user support, and enhancement delivery.

General Responsibilities:

  • Policy, Procedures, Process and Systems
  • Ensure the compliance of organization’s policy, systems, processes, procedures, and controls in line with group delegation of authority policy so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
  • Reporting
  • Ensure that all reports are completed timely and comply with the business policies and standards.
  • Manage the preparation of periodical management reports and progress reports to keep the business senior management informed about the progress of various initiatives and to facilitate decision-making.
  • Comply with organization’s requirements in a timely manner.

Job Specific Responsibilities:

  • Lead the functional configuration, maintenance, and continuous improvement of TAQA's GIS platform, ensuring the system accurately supports TAQA's utility network mapping, asset spatial management, and field operations spatial data requirements.
  • Design and implement GIS functional configurations including utility network models, spatial data schemas, map service configurations, and field data collection workflows that support TAQA's operational requirements.
  • Manage GIS data quality and spatial data integrity, ensuring TAQA's utility network and asset spatial data is accurate, current, and aligned with ground truth field data.
  • Lead GIS platform enhancements and integration projects, ensuring spatial data is accessible and usable across TAQA's EAM, FSM, and data platform environments.
  • Act as the primary GIS functional expert for TAQA's network planning, operations, and engineering teams, facilitating spatial analysis requests and supporting GIS-enabled decision-making.
  • Develop and maintain GIS documentation including data dictionaries, layer specifications, map service catalogues, and user guides.
  • Provide GIS training and functional support to TAQA's operational and engineering users.
  • Apply AI-powered geospatial analytics and machine learning for utility network analysis to improve operational decision-making.

Essential Requirements

  • Bachelor’s degree in Information Technology or equivalent
  • 6 years of relevant working experience

Desired Requirements

  • Master’s degree in Information Technology or equivalent
  • 9 years of relevant working experience
