Role Purpose

The Justice Zone Coordination Associate provides substantive support to the planning, coordination and delivery of project activities. The role collaborates closely with project stakeholders to maintain effective coordination, facilitate operations and ensure activities are delivered efficiently in line with the project’s results framework and internal processes

Functions / Key Results Expected

Under the guidance and direct supervision of the Project Management Support – Officer, the incumbent will be performing the following core functions:

Project Implementation Support

  • Assistance to the EU-GoJUST III Team (UNOPS & IDLO) in the implementation of the strategic and annual plans for the local justice coordination, including the piloting and/or implementation roll out of justice sector reform initiatives at the Justice Zones and local government levels.
  • Assist the Convenor and Justice Zone and its working committees in the implementation of capacity-building interventions for justice sectors/ partners.
  • Support the establishment of and mentor the interim Secretariat functions to the JZ working Committee and the JZ Secretariat until JZs stabilize its coordination structure.
  • Assist in the operational, logistics, and procurement-related support activities during the implementation of GoJUST II-supported activities for the justice zones.
  • Assist the EU GOJUST Technical Assistance Team in monitoring and evaluating the program in accordance with the program ME framework.
  • Support the JZ Convenor in arranging regular planning and assessment activities of the Justice Zone working committee as requested by GoJUST Technical Assistance Team & JZ Convenors.
  • Assist in the preparation and implementation of the strategic and annual planning processes, review of plans and implementation for the JZ.
  • Support JZ working committee in the development of a Monitoring Evaluation and Learning (MEL) framework, including setting up JZ targets.
  • Assist in the data gathering related to the assessment of prison congestion as maybe requested.
  • Facilitate and report on visits to detention facilities using checklists to identify priority cases and joint actions.
  • Identify and suggest measures to improve the present record management system on case data for all related agencies and the flow of case files.
  • Provide technical support in the piloting or roll out of priority justice sector reform initiatives in the Justice zone and/or local government level.

Capacity Building Support

  • Assist in the preparation of training program design, schedules for training workshops/trainings/seminars for the Justice zone and/or local government.
  • Assist and support training needs assessment at the local JZ level for criminal justice sector stakeholders and make recommendations to build capacity through the implementation of tailored capacity development initiatives.
  • Support BC TAT technical experts in identifying and sharing best practices in JZ coordination and improving local justice services.
  • Aide the Workshop facilitators and resource persons during training/workshop sessions.
  • Provide support to the workshop documentation to capture workshop/training/seminar highlights.

Secretariat Support

  • Assist the JZ convenor and the overall JZ Secretariat in organizing meetings with the JZ stakeholders, including all its logistical and documentation needs.
  • For newly formed Justice zones, support the secretariat to prepare minutes and follow up on the implementation of decisions made in JZ Working Committee meetings.
  • Support GoJUST II Team in building the capacity of the JZ Secretariat for eventual takeover of secretariat functions.
  • Support the development of the Rules of Business of the JZ, including clarification of the roles and responsibilities of the member representatives.
  • Document the JZ working committee recommendations for procedural reforms and share the same to the JSCC secretariat.
  • Follow up and coordinate with JSSC Secretariat, PMO, JZ Secretariat, GoJUST II and JZ stakeholders including host local government and the regional or local offices of relevant national agencies, on activities and action points after meetings.
  • Aide the JZ Convenor in preparing monthly updates on JZ activities, projects, and programs.

Operational and Logistics Support

  • Support the Technical Assistance Team and the UNOPS Team in the preparation of detailed work plans (operational) and budget based on each of the JZ workplans
  • Provide a regular report on the progress of the implementation of planned tasks and activities in the assigned JZ area.
  • Assist in the administrative, logistical, and procurement activities before, during, and after each of the EU GOJUST III supported activities
  • Assist the JSCC Secretariat in the event coordination and implementation.
  • Check to ensure the completion of the documentary requirements for the implementation of GoJUST 2 project activities.
  • Assist and coordinate with the Senior Key Expert for Key Result1 of BCTAT on operational requirements for the implementation of projects.

Monitoring and Evaluation Support

Assist the EU GOJUST joint program team in detailing the monitoring, evaluation and learning plan for the justice coordination component.

Assist in the datagathering for baseline, periodic monitoring and evaluation as contained in the Program MEL plan.

Assist in updating the databased and means of verification evidences for the MEL.

Provide logistics support during conduct of program monitoring and evaluation activities.

Education Requirements

Required

  • Secondary school (or equivalent) with 6 years of relevant experience OR
  • Bachelor’s degree (or equivalent) in Law, Development Studies, Commerce, Accounting, Business Management, Political Science, Public Administration, or other related fields with 2 years of relevant experience is required.

Desired

  • A globally recognized professional certificate or membership in Project Management is desired.

Required

Experience Requirements

  • Relevant experience is work in program/project coordination support, secretariat functional work, project implementation, and operational support to multi-stakeholder or multi-agency contexts or NGOs in national and/or international public or corporate organizations.
  • Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems is required

Desired

  • Field experience or exposure to local and national levels of planning, implementation and monitoring multi-stakeholder programs/projects is an asset.
  • Experience in producing project and activity documentation reports is desired.
  • Experience in preparing and coordinating partner and project reporting processes is an advantage.
  • Experience in workshop/seminar/events facilitation, management and facilitation is an asset;
  • Experience in networking with development partners, justice sector agencies, local government units and national agencies (regional or local offices) in the Philippines is an advantage
  • Experience of working in multicultural environments or UN system organizations in a developing country is desired.
  • Experience in development or humanitarian contexts is desired.
