Position Summary Description
The Lead Environmental & Air Quality Regulatory Specialist position manages, oversees and coordinates various regulatory compliance efforts toward the design, siting, construction and/or operation of Seminole’s electric generation and transmission assets. This role executes specific tasks, prepares and/or reviews regulatory submittals and applications, evaluates reporting requirements, and provides guidance on applicable regulatory requirements. Maintains general and/or specific knowledge of current and future regulatory requirements within multiple regulatory areas including, but not limited to, state and federal programs related to:
Clean Water Act, waste management, environmental resources, stormwater, storage tanks, siting requirements, and the National Environmental Policy Act. In-depth specialized experience and knowledge of current and proposed requirements applicable to Seminole’s operations under State of Florida Clean Air Act programs and a demonstrated ability to lead, manage, coordinate, and oversee Seminole’s related efforts is a prerequisite of the position.
Qualifications and Education Requirements
Bachelor’s degree in Natural Sciences, Physical Sciences or related Engineering.
Desire eight (8) or more years’ experience in a combination of the following:
- Specialized experience and knowledge in State and Federal Air Quality Regulatory & Permitting Programs (6 Years)
- Environmental Compliance Monitoring and/or Testing
- Implementing Environmental Regulation and/or Policy (4 Years)
- Compliance, Auditing and/or Risk Management
Core Competencies:

- Demonstrated experience with or knowledge of:
- Federal Energy Policy
- Utility scale electricity generation and transmission
- Auditing procedures and risk management
- Sufficient knowledge of:
- State and Federal Environmental Policy
- State and Federal regulatory structures and rule making proposals
- RUS NEPA review requirements
- Clean Water Act and implementing regulations in context of electric sector
- Florida’s Power Plant Siting Act and related Conditions of Certification Process
- Pollution Control Equipment Operations and Efficiencies
- Advanced knowledge of:
- Clean Air Act and implementing regulations in context of electric sector
- New Source Review and/or FL Air Construction Permit thresholds
- QA/QC requirements in context of CEMS monitoring
- Stack Test Monitoring methods and performance
- NSPS/NESHAP interpretation and requirements applicability
- Clean Air Act and implementing regulations in context of electric sector
- Proficiency with Microsoft Office applications
- Effective verbal/nonverbal communication and listening
- Proficient writing and presentation skills
- Ability to:
- Multitask and manage multiple priorities to meet deadlines
- Direct program work and lead cross-functional team efforts as necessary

Essential Functions
- Develops analysis of proposed and/or final regulatory actions with potential to impact Seminole operations and/or assets and provides input and guidance on handling of same.
- Oversees, completes and/or coordinates regulatory permit applications geared toward operational flexibility of generating plants (where possible) and negotiates permit conditions as applicable toward same.
- In collaboration with operating facility personnel, prepares, coordinates and/or reviews timely periodic regulatory submittals. Ensures consistency with applicable regulations and/or permit conditions. Manages timelines with sufficient review periods afforded to the Regulatory Compliance Director and/or General Counsel.
- Oversees, coordinates, and/or evaluates environmental consulting and engineering contractors throughout the life cycle of projects including budgeting and scope adherence.
