The Opportunity

Leads the planning, development, implementation and evaluation of operational practices supporting enforcement activities carried out under statutory authority, aligned with organizational and enforcement strategy.

Provides day-to-day supervision, guidance, and coaching to the enforcement team, including subject matter expertise in regulatory investigations, audits, and compliance and enforcement activities. Supports effective case management, delivery of strategic initiatives, and provides advisory support to Provincial Safety Manager, Enforcement.

This role requires direct experience working within a regulatory body; experience solely within a regulated industry is not sufficient.

Reports to:
Provincial Safety Manager, Enforcement

As the Leader of Enforcement, you will provide strategic program management and enforcement-related decision support to the Provincial Safety Manager, Enforcement by:

  • Drafting and supports the development of compliance and enforcement instruments, including Public Safety Advisories, Information Bulletins, Directives, Compliance Orders, Monetary Penalties, Safety Orders, Discipline Orders and/or other statutory tools;
  • Leading the development and implementation of compliance and enforcement policies, business processes, and operating procedures aligned with provincial and national standards and best practices for regulatory bodies;
  • Identifying opportunities for regulatory or policy amendments based on investigation findings and enforcement outcomes, in collaboration with Standards and Technical Leadership and Policy teams;
  • Develop and maintain enforcement billing practices aligned with internal policies and published fee schedules;
  • Conducting confidential, high-profile and escalated regulatory investigations to formulate statutory decision recommendations for Safety Manager Reviews and Enforcement Actions;
  • Support the corporate projects by providing subject matter expertise and advice on statutory decision-making, standard operating procedures, and best practices to ensure consistency and supportability.
  • Collaborates with the Provincial Safety Manager, Enforcement to develop recommendations and business cases, including scope, objective and resource requirements;
  • Provides subject matter expertise to support research and analysis activities by looking at safety behaviour or broader compliance issues within specific segments, regions or industries;
  • Contributes to the ongoing development, refinement and application of safety behaviour health metrics and case-level risk prioritization and decision tools.
  • Collaborates with other regulatory bodies and jurisdictions to identify opportunities for consistency and sharing of knowledge to advance programs;
  • Manages direct reports, including recruitment; coaching and development; performance management; and all related people practices in accordance with policies and the collective agreement(s);
  • Provides leadership, guidance, coaching, and subject matter expertise to enforcement staff across regulatory investigations, audits, and compliance and enforcement activities. Ensures high-qualify, consistent, and defensible outputs through oversight of evidence collection and assessment, investigation methodologies, duty holder engagement, reporting and enforcement decision-making;
  • Presents to senior leadership, Executive and the Board of Directors as required.
  • Knowledge, Skills & Experience you have:

  • Degree in law, social sciences, public administration, psychology, or a related field, and a minimum of 5 years’ related experience.
  • OR

  • An equivalent combination of education, training, and experience, including formal training in investigative and enforcement practices and a minimum of 10 years’ progressively responsible experience.
