Job Summary
Mobco Group is seeking an experienced Local Content Engineer to join our team in Riyadh. The successful candidate will be responsible for monitoring, evaluating, and reporting the percentage of local content utilized across construction projects in compliance with Saudi Local Content requirements and client contractual obligations. The role requires close coordination with Procurement, Commercial, Technical Office, Finance, and Project teams to maximize local content and ensure full compliance with applicable regulations.
Key Responsibilities
- Monitor and evaluate the percentage of local content achieved across ongoing projects.
- Prepare and maintain Local Content reports in accordance with project and client requirements.
- Review procurement records, purchase orders, invoices, and supplier documentation to verify local content.
- Analyze the utilization of locally manufactured materials, products, services, and subcontractors.
- Ensure compliance with the requirements of the Local Content and Government Procurement Authority (LCGPA) and other applicable regulations.
- Coordinate with Procurement, Commercial, Finance, Technical Office, and Project teams to maximize local content achievements.
- Review tender documents and support bid submissions by preparing local content calculations and compliance reports.
- Identify opportunities to increase local content throughout the project lifecycle.
- Prepare monthly and periodic management reports on local content performance and KPIs.
- Support internal and external audits related to local content compliance.
- Develop and maintain databases for approved local suppliers and manufacturers.
- Ensure proper documentation is maintained to support local content claims during project execution.
Qualifications
- Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Industrial Engineering, or a related Engineering discipline.
- Professional certification in Procurement, Supply Chain, or Local Content is an added advantage.
Mandatory Requirements
- Minimum 12 years of experience within the construction industry.
- Proven experience in Local Content Management, Procurement, Commercial, or Contracts on large-scale construction or infrastructure projects.
- Strong knowledge of Saudi Local Content regulations and LCGPA requirements.
- Experience preparing local content calculations, compliance reports, and supporting project audits.
- Excellent understanding of construction materials, procurement processes, and supplier evaluation.
- Proficiency in ERP systems (Oracle ERP is preferred) and Microsoft Office applications.
- Strong analytical, reporting, negotiation, and communication skills.
- Ability to coordinate effectively with multiple stakeholders across different departments.
- Must be available to join immediately or within a short notice period.
