We are seeking a leader to oversee the end-to-end flow of goods and the legal integrity of our Mexican operations. You will be responsible for ensuring 100% compliance with Mexican Customs Laws (IMMEX/VAT Certification) while optimizing international logistics.
Key Responsibilities
1. Program & Certifications
- IMMEX & PROSEC: Obtain IMMEX program to ensure the company maintains its tax-deferral benefits. Work on PROSEC and Rule 8 permits to reduce or eliminate duties on specific raw materials and machinery.
- VAT & IEPS Certification: This involves strict inventory reconciliation and constant reporting to the SAT.
- USMCA. Conduct origin analysis
2. Regulatory Compliance & Auditing
- Annex 24 & Annex 31: Oversee the legally required inventory control systems. You must ensure that every gram of raw material imported temporarily is accounted for and eventually exported or regularized.
- Tariff Classification: Ensure and verify the correct classification of products under the TIGIE (General Import and Export Duties Law) to determine correct duty rates and non-tariff regulations (NOMs).
- Post-Entry Audits: Conduct internal "preventive audits" to catch errors in pedimentos (customs entries) before the SAT does.
- Digital Customs Files: Manage the mandatory Electronic Customs Value Manifestation (ECVM) and maintain digital files including invoices, contracts, and proof of payment.

3. Operational Oversight
- Broker and Freight Forwarders Management: Supervise and evaluate Mexican customs brokers (Agentes Aduanales) and Freight forwarders service.
- USMCA Compliance: Verify "Rules of Origin" to claim preferential tariffs under the USMCA (or other free trade agreements) and manage Certificates of Origin.
- Control: Manage the logistics and customs department budget, focusing on Reducing Total Landed Cost.
Candidate Profile
Required Education & Experience
- Education: Bachelor’s degree in international Trade, Customs Law.
- Experience: Minimum of 2-3 years in Foreign Trade, with at least 1 years in a role within a manufacturing (Maquiladora) environment.
- Bilingual: Professional fluency in Spanish and English.
Technical Skills
- Knowledge: Mexican Customs Law, Foreign Trade General Rules (RGCE), and USMCA Rules of Origin.
- Software: Mastery of Annex 24 software, SAP.
- Analytics: Strong capability in data visualization for reporting DataStage discrepancies.
Soft Skills
- Resilience: Ability to handle high-pressure situations (e.g., border closures or sudden regulatory changes).
- Integrity: Uncompromising ethical standards regarding tax and legal compliance.
- Negotiation: Proven ability to manage vendors and communicate effectively with government authorities.
