Summary

This position is part of the National Archives and Records Administration, National Personnel Records Center. The incumbent will serve as a Management Analyst performing analyses and management studies associated with the Federal Records Center Revolving Fund Program.

Duties

Help

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Management Analyst, you will:

  • Exercise a high degree of resourcefulness and initiative in applying management principles and theories to achieve sound and effective recommendations.
  • Identify weaknesses such as overlapping functions, duplication of effort, uneconomical workflow and distribution, and other inefficiencies within an operational and management area and develop courses of action for improvement or correction.
  • Conduct management studies, review and develop procedures, and initiate methods to develop and improve measurement procedures for selected program areas.
  • Prepare reports outlining findings, analytical statements of fact, make recommendations (based upon the application of good management principles, theories, and techniques) and be able to effectively communicate via written reports and oral briefings.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31,1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-11: You must have at least one year of experience at the GS-09 level or equivalent that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

  • Collecting, analyzing, and summarizing data and information into reports; AND
  • Developing findings and recommendations based upon analysis and work observations.

OR

  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

  • You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

NOTE: Graduate level education must be in a related field of the position to be filled.

Specialized Experience for the GS-9: You must have at least one year of experience at the GS-07 level or equivalent that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes:

  • Compiling data from various sources to produce management reports; AND
  • Conducting data analysis on information within applications and projects.

OR

  • Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

OR

  • You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

NOTE: Graduate level education must be in a related field of the position to be filled.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):

Time-in-Grade: For the GS-11, you must have been at the GS-09level for 52 weeks.

Time-in-Grade: For the GS-09, you must have been at the GS-07level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
