The Management Analyst (Journeyman) provides programmatic, analytical, and administrative support to the U.S. Border Patrol (USBP) Program Management Office Directorate (PMOD) in support of its mission to acquire, deploy, and sustain technologies, capabilities, and services that enhance border security operations. PMOD is responsible for managing acquisition and engineering efforts that support U.S. Customs and Border Protection (CBP) mission requirements across multiple portfolios and evolving operational priorities. The Management Analyst supports PMOD leadership, program managers, and stakeholders by conducting organizational and program analyses, developing reports and briefings, tracking program performance, coordinating activities across functional teams, and supporting strategic planning and decision-making processes. This position contributes to the efficient execution of acquisition lifecycle activities, engineering initiatives, and program management functions by providing data-driven insights, process improvement recommendations, and administrative support that enable PMOD to effectively deliver mission-critical solutions to CBP.
Responsibilities:
The Management Analyst (Journeyman) shall possess a minimum of four (4) years of experience providing program analysis, management support, business operations, or administrative services within a Federal Government, Department of Homeland Security (DHS), Department of Defense (DoD), or comparable organizational environment.
The candidate shall demonstrate the following qualifications:
- Experience collecting, analyzing, and interpreting programmatic, operational, financial, or performance data to support management decision-making
- Experience developing reports, briefings, dashboards, executive summaries, correspondence, and other management products for senior leadership
- Ability to evaluate organizational processes, identify inefficiencies, and recommend improvements to enhance operational effectiveness and mission performance
- Experience supporting project planning, scheduling, milestone tracking, and action item management
- Experience coordinating activities among multiple stakeholders, functional organizations, and program teams
Required Experience in years:
- Minimum of four (4) years of experience supporting program management, business operations, organizational analysis, or administrative functions
- Education Requirements:
- Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Management, Finance, Economics, Information Systems, Engineering, or a related field
- In lieu of a degree, an additional four (4) years of directly related management analysis, program support, or business operations experience may be substituted
- Security Requirements:
- Must be able to obtain and maintain a DHS suitability determination and/or Public Trust investigation as required by the Government
- Active DHS or CBP suitability determination is highly desirable
Preferred Skills:
- Experience supporting DHS, CBP, USBP, PMOD, or other Federal law enforcement organizations
- Experience supporting acquisition, engineering, technology modernization, or program management offices
- Knowledge of Federal acquisition lifecycle processes, systems engineering lifecycle activities, and program governance frameworks
- Familiarity with performance management, strategic planning, risk management, and process improvement methodologies
- Experience supporting executive-level reporting and organizational performance assessments
- Working knowledge of project management principles and methodologies, including Agile, Scrum, or traditional project management practices
- Experience supporting portfolio management, capital planning, or operational readiness activities
- Professional certifications such as Certified Business Analysis Professional (CBAP), Project Management
