About the Role
We are seeking an experienced Manager, Proposal Operations to lead the development, coordination, and submission of high-quality proposals in response to government solicitations. This role requires collaboration with cross-functional teams to create compliant, compelling, and competitive proposal responses while ensuring deadlines and customer requirements are met.
Key Responsibilities
• Support Business Development during the early pursuit phase with proposal-related deliverables and guidance.
• Collaborate with Business Development, Capture Managers, Program Managers, Engineers, and other stakeholders.
• Lead proposal planning, development, and submission activities.
• Develop and manage detailed proposal schedules and timelines.
• Conduct status meetings and ensure proposal activities remain on track.
• Assign and oversee proposal volume owners ("Book Bosses").
• Ensure win themes, discriminators, and proposal messaging are effectively incorporated.
• Manage proposal writing, editing, graphics, formatting, and layout.
• Conduct compliance reviews and maintain compliance matrices.
• Coordinate proposal reviews and integrate feedback from stakeholders.
• Ensure proposals meet all RFP requirements and company standards.
• Support post-submission activities, including customer inquiries and proposal revisions.
• Maintain proposal libraries, lessons learned repositories, and opportunity documentation.
Qualifications
• Bachelor's Degree with 9+ years of related experience, OR
• Master's Degree with 7+ years of related experience, OR
• 13+ years of related experience in lieu of a degree.
• Ability to obtain a security clearance.
Preferred Qualifications
• Proposal management experience.
• APMP or Shipley certification.
• Strong writing, editing, and desktop publishing skills.
• Advanced Microsoft Office proficiency.
• Aerospace and/or defense industry experience.
