Position Overview
RMI (formerly Rocky Mountain Institute) is seeking a Manager in our U.S. federal policy team. This role focuses on supporting policymakers, regulators, and lawmakers in Congress and the Federal government to develop and implement policies that deliver low‑cost, secure, resilient, and clean power. The role has a strong preference for experience working with coalitions with varying perspectives, including center‑right groups and industry in the Washington, D.C. area.

Overview
The US Program accelerates the deployment of clean energy and drives strategies for a U.S. secure, abundant, and affordable energy system for all. The team works closely with private industry, civil society, and policymakers at the municipal, state, and federal levels, developing overall US strategy and integrating US‑focused work across RMI’s programs.
Core Responsibilities
- Lead a team of 2–3 Associates and Senior Associates to develop targeted analysis, build coalitions with external partners, develop public communications, and lead engagement with federal policymakers.
- Manage RMI’s engagement in key coalitions focused on manufacturing, critical minerals, and modernizing the electrical grid.
- Represent RMI in Washington, D.C., working to advance bipartisan solutions.
- Work with Principals and Managing Directors to provide mentorship, professional development, and project reviews of junior staff.
- Contribute to strategy‑level conversations about moving policy solutions in the federal government and maintain a network that spans the political spectrum.
- Engage with federal policymakers to support the development and implementation of policies that accelerate industrial decarbonization.
- Leverage RMI’s capabilities to provide technical assistance, facilitation services, and other support to inform and accelerate effective policy making.
- Work with federal agencies (e.g., DOE) to advise on high‑level strategies such as advanced transmission technologies, supply chains, and critical mineral strategies.
- Work with federal lawmakers and their staff to inform development of, and build support for, new legislation focused on grid modernization, clean‑tech manufacturing, and industrial innovation.
- Coach and motivate project team members on collaborating with Republicans, Democrats, and federal administrative staff.
- Understand the legislative process, including jurisdictional issues, and navigate executive orders and administrative proceedings.
- Lead engagement with key coalitions such as the American Energy Opportunity coalition, Americans for a Clean Energy Grid coalition, and the Energy Innovation Table.
- Shape project strategies from inception to conclusion, including research methods, timelines, resource plans, and stakeholder engagement.
- Determine how results will be measured and hold the team accountable for project outcomes, rigorously challenging and validating findings.
- Oversee projects, contribute to external interviews, publications, and collaborate with the development team on funding strategies.
- Develop strategies for achieving meaningful progress on policies to modernize the grid, expand U.S. manufacturing, and diversify the critical mineral supply chain.
- Translate RMI analysis into policymakers’ briefs, especially on electric sector and grid modernization issues.
- Represent RMI as an industry expert at conferences and other public speaking events.
- Identify and pursue opportunities to collaborate across RMI to drive impact.
Minimum Qualifications
- Experience with the administrative process, including executive orders and administrative proceedings.
- Excellent time management, organization, entrepreneurship, and drive.
- Ability to create clear, structured strategies and problem‑solving frameworks.
- Ability to navigate complex relationships across multiple organizations and interests.
