Your Impact:
As the Monitoring, Evaluation, Accountability, and Learning (MEAL) Director, you will play a critical role in driving evidence-based decision-making and continuous improvement across the Jordan Humanitarian and Systems Strengthening (JHASS) – Protection Component. You will lead the design, implementation, and enhancement of robust MEAL systems that ensure accurate performance monitoring, high-quality data management, and timely reporting of project results.
Through your leadership, you will strengthen accountability, learning, and adaptive management practices, ensuring that project interventions are informed by reliable data and aligned with Gender, Equity, Disability, and Social Inclusion (GEDSI) commitments and Value for Money principles. You will mentor and develop MEAL staff, foster a culture of learning and data utilization, and facilitate collaboration among project teams, partners, donors, and stakeholders, so that methods can be determined for improving quality and results of the project’s interventions and outcomes.

Key Responsibilities:
MEAL Planning, Systems Design & Standards
- Develop and oversee the implementation of JHASS – Protection’s MEAL Plan, in accordance with FCDO and Pathfinder standards and practices.
- Ensure that MEAL activities are conducted in a cost‑effective, results‑oriented manner.
- Ensure project indicators align with Gender, Equity, Disability, and Social Inclusion (GEDSI) commitments. Operationalize the project’s Value for Money (VfM) strategy.
- Collaborate with partners to design and implement MEAL‑related activities and plans.
- Design/adapt the means for compiling project indicators and Pathfinder’s Global Indicators into Pathfinder’s DHIS2 system.
- Design and guide the annual implementation of the project’s MEAL Plan, including the selection of indicators, setting annual targets, and refining the learning agenda in collaboration with the Project Management Team and staff.
- Collaborate with FCDO to finalize conceptual framework, and MEL plan.
- Develop and implement monitoring and evaluation guidelines, procedure manuals, and data management systems tailored to the project activities.
Monitoring Systems, Tools & Data Quality
- Develop and oversee an effective system for data collection, ensuring regular reviews and use of data to track progress, improve intervention quality, and support decision-making.
- Ensure data are complete, accurate, and compliant with data quality and compliance standards.
- Develop/adapt tools for routine monitoring data collection and project data quality reviews.
- Ensure that project data is accurately compiled and properly stored.
- Develop and ensure timely submission of quarterly and annual monitoring reports.
- Compile success stories for quarterly reporting and documentation needs.
- Generate communications products such as infographics, reports, and presentations, contributing to conference submissions and publications as needed.
Data Use, Learning & Adaptive Management
- Lead discussions on progress toward project targets using monitoring data; work with staff to document factors behind gaps and over‑achievements.
- Institute regular use of performance monitoring data among project managers and other staff to ensure knowledge transfer and learning.
- Develop a strategy and processes for creating robust knowledge management practice for the project.
Research, Evaluation & Evidence Generation
- Coordinate with partners responsible for formative and other research activities.
- Support implementation of the project’s baseline and endline surveys and coordinate internal/external research studies.
- Disseminate findings from surveys and research studies through reports, presentations, and publications.
Reporting, Documentation & Communication
- Document and disseminate findings, innovations, impacts, and lessons learned to stakeholders and partners.
- Develop and ensure timely submission of monitoring reports.
- Compile success stories and other documentation for internal and external audiences.
- Create clear and impactful communications materials, including infographics and data visualizations, to share project outcomes with stakeholders.
- Ensure that MEAL findings are effectively translated into actionable recommendations to improve program quality and impact.
- Oversee the preparation of high-quality reports, dashboards, and presentations for internal and external stakeholders.
What You Bring:
- Master’s degree (or equivalent) in sociology, biostatistics, statistics, social sciences or a related field, or a combination of education and experience that yields the required competencies.
- A minimum of 10 years of progressively responsible experience in leading, designing, and implementing MEAL activities for international development programs, preferably for those in the humanitarian sector.
- Experience in evaluating the gender effects of programmatic interventions and in developing gender-transformative instruments and protocols.
- Experience is conducting Value for Money (VfM) or costing analyses.
- Strategic thinking and decision-making skills.
- Excellent communication and interpersonal skills for supplier and stakeholder engagement.
- Ability to work under pressure and meet tight deadlines.
- High attention to detail and accuracy in managing contracts and financial transactions.
- Strong negotiation, contract management, and supplier relationship skills.
- Excellent analytical and problem-solving abilities.
- Proficiency in procurement software and Microsoft Office Suite.
- Previous experience working in Jordan.
Preferred Qualifications:
- Experience working in humanitarian, protection, GBV, child protection, or systems-strengthening programs.
- Proficiency in data analysis and visualization tools such as Power BI, Tableau, SPSS, STATA, R, or similar platforms.
- Experience working in Jordan, the Middle East, or complex humanitarian and development settings.
